Tato diplomová práce analyzuje proces sekuritizace aplikace TikTok ve Spojených státech v letech 2019-2024. Cílem práce je identifikovat diskurzivní strategie a mechanismy, jejichž prostřednictvím byl TikTok konstruován jako hrozba národní bezpečnosti, a zkoumat roli amerického technonacionalismu v tomto procesu. Práce vychází z teorie sekuritizace Kodaňské školy, kterou rozšiřuje o přístupy zdůrazňující iteraci a sedimentaci bezpečnostních významů v čase. Pro analýzu primárních zdrojů - exekutivních nařízení, kongresových slyšení, zpravodajských zpráv a legislativních textů - je využita kritická diskurzivní analýza. Empirická analýza ukazuje, že sekuritizace probíhala ve třech fázích a vyznačovala se kontinuitou napříč dvěma ideologicky odlišnými administrativami. Trumpova administrativa vytvořila počáteční exekutivní rámec, Bidenova jej převzala a dále institucionalizovala, přičemž narativ se posunul od ochrany dat k ochraně informačního prostředí a volební integrity. Klíčovým zjištěním je, že sekuritizaci nelze chápat jako jednorázový řečový akt, nýbrž jako dlouhodobý proces sedimentace. Zásadní roli v jeho dokončení sehrál posun referenčního objektu ke kognitivní suverenitě, který umožnil politickým elitám legislativně obejít popularitu aplikace. Americký technonacionalismus nepůsobil jako... This thesis analyzes the securitization of TikTok in the United States between 2019 and 2024. The aim is to identify the discursive strategies and mechanisms through which TikTok was constructed as a national security threat, and to examine the role of American technonationalism in this process. The thesis draws on Copenhagen School securitization theory, extended by process-oriented approaches that emphasize the iteration and sedimentation of security meanings over time. Critical discourse analysis is employed to examine primary sources - executive orders, congressional hearings, intelligence assessments, and legislative texts. The empirical analysis demonstrates that securitization unfolded across three phases and was characterized by continuity across two ideologically distinct administrations. The Trump administration established the initial executive framework; the Biden administration inherited and further institutionalized it, while the narrative shifted from data protection toward the protection of the information environment and electoral integrity. The key finding is that securitization cannot be understood as a single speech act, but rather as a long-term process of sedimentation.
