Bakalářská práce se zabývá analýzou specifického modelu správy malých obcí prostřednictvím výkonu funkce neuvolněného starosty. Cílem práce je na příkladu obce Ostředek identifikovat mechanismy, které umožňují efektivně skloubit civilní zaměstnání s politickým mandátem a zhodnotit dopady tohoto uspořádání na rozvoj obce. Teoretický rámec práce tvoří Goodeho teorie napětí rolí (role strain) a kapacitní teorie Lodge a Wegricha, které jsou konfrontovány s moderními přístupy k finančnímu řízení municipalit. Metodologicky je práce ukotvena v prohloubené případové studii využívající kvalitativní analýzu rozpočtových dokumentů a polostrukturované rozhovory s klíčovými aktéry a zástupcem veřejnosti. Výzkum prokázal, že navzdory teoretickým předpokladům o administrativní paralýze malých sídel a osobním přetížení starosty, vykazuje obec Ostředek vysokou míru operační i strategické kapacity. Klíčovým zjištěním je existence specifického mechanismu kompenzace kapacitních limitů, který je podmíněn nadstandardními příjmy obce plynoucími z unikátní polohy u dálnice D1. Tyto prostředky umožňují obci institucionalizovat administrativní podporu ve formě placeného referenta a efektivní dělby práce s aktivním místostarostou. This bachelor's thesis analyzes a specific model of small municipality governance through the lens of the non-professional mayoral office. Using the example of the municipality of Ostředek, the objective of the study is to identify the mechanisms that enable the effective combination of a professional career with a political mandate and to evaluate the impact of this arrangement on municipal development. The theoretical framework is based on Goode's theory of role strain and the capacity theory of Lodge and Wegrich, which are confronted with modern approaches to municipal financial management. Methodologically, the work is anchored in an in-depth case study utilizing a qualitative analysis of budgetary documents and semi-structured interviews with key stakeholders and a representative of the public. The research demonstrates that, contrary to theoretical assumptions regarding the administrative paralysis of small settlements and the personal overload of mayors, the municipality of Ostředek exhibits a high degree of both operational and strategic capacity. A key finding is the existence of a specific mechanism for compensating capacity limits, which is conditioned by the municipality's above-standard budgetary revenues stemming from its unique location near the D1 motorway.
