Tato bakalářská práce se zaměřuje na fenomén kumulace mandátů v krajských zastupitelstvech České republiky. Hlavními cíli bylo zmapovat, popsat rozsah, formu, rozdíly a vývoj trendů tohoto jevu ve dvou po sobě jdoucích volebních obdobích 2020-2024 a 2024-2028. K dosažení cílů výzkum využívá deskriptivně-komparativní design a sekundární analýzu kvantitativních dat z veřejných zdrojů (rejstříků a webů) u celkového vzorku 1 360 krajských zastupitelů napříč třinácti kraji kromě hlavního města Prahy. Analýza se zaměřuje na proměnné pohlaví, věk, politická strana, kraj a typ kumulovaných funkcí. Výsledky ukazují, že kumulace mandátů je v české politice hluboce zakořeněná a vykazuje rostoucí trend. Podíl kumulujících zastupitelů se mezi obdobími zvýšil z 82,5 % na 84,8 %, nejčastěji se v obou obdobích kombinuje funkce krajského a obecního zastupitele či starosty. Zjištěny byly významné regionální i stranické rozdíly. Nejnižší míra kumulace se vyskytovala v Jihočeském kraji, zatímco nejvyšší v Karlovarském, Ústeckém a Libereckém. Ke kumulaci inklinují spíše tradiční, etablované strany a hnutí. Naopak u mimoparlamentních nebo protestních stran je přítomna méně. Mandáty častěji kumulují muži, ale procentuální rozdíl mezi pohlavími se při srovnání volebních období 2020-2024 a 2024-2028 znatelně snížil. Práce... This bachelor's thesis focuses on the phenomenon of mandate accumulation in the regional councils of the Czech Republic. The main objectives were to map and describe the extent, form, differences, and developmental trends of this phenomenon across two consecutive electoral terms: 2020-2024 and 2024-2028. To achieve these objectives, the research employs a descriptive-comparative design and a secondary analysis of quantitative data from public sources (registers and websites) on a total sample of 1,360 regional councilors across thirteen regions, excluding the capital city of Prague. The analysis focuses on the variables of gender, age, political party, region, and the type of accumulated offices. The results indicate that the accumulation of mandates is deeply rooted in Czech politics and exhibits a growing trend. The share of accumulating councilors increased from 82.5% to 84.8% between the terms, with the most common combination in both periods being the office of a regional councilor alongside that of a municipal councilor or mayor. Significant regional and partisan differences were identified. The lowest rate of accumulation was found in the South Bohemian Region, while the highest rates were in the Karlovy Vary, Ústí nad Labem, and Liberec Regions. Traditional, established parties and...
