[cze][eng] Tato bakalářská práce se zabývá strategiemi, které Evropská komise využila k posílení svého vlivu v oblasti obranného průmyslu po ruské invazi na Ukrajinu v únoru 2022. Práce vychází z teorie politické podnikavosti, která popisuje, jak různé subjekty využívají příležitostí, včetně krizí, k prosazení svých preferovaných řešení. Ruská invaze na Ukrajinu je v práci chápána jako příležitost, které Komise využila. Analýza se zaměřuje na dvě klíčové iniciativy, konkrétně Evropskou strategii pro obranný průmysl EDIS a Evropský program obranného průmyslu EDIP a dokumenty, které je doprovázejí. V rámci dokumentů je sledováno pět strategií, konkrétně nastolování agendy, rámování, venue shopping, budování sítí a postupná změna. Výsledky ukazují, že Komise jednala jako aktivní promotér veřejné politiky, který budoval narativ naléhavosti, rámoval národní úroveň jako zdroj strukturálních nedostatků a unijní úroveň jako přirozené řešení, přesouval regulaci do oblastí, kde má silnější mandát, a budoval sítě napříč institucemi Evropské unie i obranným průmyslem. Práce rovněž ukazuje, že strategie osvědčené v energetické politice jsou přenositelné i do jiných oblastí politiky.This bachelor's thesis examines the strategies the European Commission employed to strengthen its influence in the defence industry following Russia's invasion of Ukraine in February 2022. The thesis draws on the theory of political entrepreneurship, which describes how various actors exploit opportunities including crises to advance their preferred solutions. The Russian invasion of Ukraine is understood in this thesis as an opportunity that the Commission exploited. The analysis focuses on two key initiatives, specifically the European Defence Industrial Strategy (EDIS) and the European Defence Industrial Program (EDIP), and the accompanying documents. Within these documents, five strategies are examined: agenda- setting, framing, venue shopping, building coalitions, and incremental change. The results show that the Commission acted as an active promoter of public policy, building a narrative of urgency, framing the national level as the source of structural shortcomings and the EU level as the natural solution, shifting regulation to areas where it has a stronger mandate, and building networks across European Union institutions and the defence industry. The study also demonstrates that strategies proven effective in energy policy are transferable to other policy areas.
