Diplomová práce se zabývá analýzou spolupráce mezi Orgánem sociálně-právní ochrany dětí (OSPOD) a Zařízením pro děti vyžadující okamžitou pomoc (ZDVOP). Hlavním cílem je prozkoumat reálný průběh této spolupráce v praxi, identifikovat problematické aspekty a navrhnout možnosti optimalizace v souladu s cíli sociální politiky. V rámci praktické části byl realizován kvalitativní výzkum využívající metodu triangulace dat, která spočívala v analýze kazuistik a jejich následné konfrontaci s výstupy z realizované mini focus group složené z odborníků dané oblasti. Práce hledá odpovědi na to, jakým způsobem praxe naplňuje legislativní rámec a princip nejlepšího zájmu dítěte a jaké konkrétní návrhy na zlepšení vnímají sami aktéři jako prioritní. Z provedeného šetření vyplývá, že ačkoliv je spolupráce na osobní úrovni aktérů vnímána jako funkční, systémově naráží na rigidní administrativní nastavení a extrémní kapacitní přetížení. Výzkum odhalil existenci informačního vakua způsobeného upřednostňováním formálních komunikačních kanálů před dynamikou krizové intervence, což vede k zanášení podstatných informací o stavu dítěte do spisu se značným zpožděním. Analýza kazuistik dále poukázala na riziko etických kompromisů, kdy tlak na dodržování legislativních lhůt může vést k nešetrnému zpřetrhání vazeb mezi... This thesis examines the collaboration between the Social and Legal Protection of Children Authority (OSPOD) and the Facility for Children Requiring Immediate Assistance (ZDVOP). The main objective is to examine the actual course of this cooperation in practice, identify problematic aspects, and propose options for optimization in accordance with social policy goals. As part of the practical component, qualitative research was conducted using the data triangulation method, which involved analyzing case studies and subsequently comparing them with the findings from a mini-focus group composed of experts in the field. The study seeks answers to how practice fulfills the legislative framework and the principle of the best interests of the child, and what specific proposals for improvement the actors themselves perceive as priorities. This thesis analyzes cooperation between the Social and Legal Authority. The findings of the study indicate that, although cooperation is perceived as effective at the interpersonal level, it faces systemic obstacles due to rigid administrative structures and extreme capacity overload.
