The main goal of this thesis was to assess the extent to which the position of the governments of the EU member states on European integration affects the ability of the EU to act as an actor of international relations. This was assessed in the context of the United Nations General Debate. Working with the concepts of EU actorness from Vogler and Bretherton and the politicization of foreign policy, this thesis aimed to uncover how the positions of EU governments affect the consistency of EU member states in the UN General Debate. This hypothesis assumed that governments in favour of European integration would be more consistent with the EU. The General Debate speeches from 1993 to 2024 were analysed using natural language processing. The S-BERT model was used, and the vectors of the speeches were then compared with the vector between countries that support and oppose the US-led liberal international order using cosine similarity. This division was found to run through the UN votes by previous research. To measure the level of consistency, the distance of EU countries from the EU average and the EU's official position was calculated and used in a fixed-effect model. Hlavním cílem této bakalářské práce bylo posoudit, do jaké míry postoj vlád členských států EU k evropské integraci ovlivňuje schopnost EU vystupovat jako aktér mezinárodních vztahů. Schopnost vystupovat jako aktér byla zkoumána v kontextu Všeobecné rozpravy OSN. Za použití konceptu aktérství EU od Voglera a Bretherton a konceptu politizace zahraniční politiky, tato práce chtěla zjistit, jak postoj vlád členských států EU ovlivňuje konzistenci členských států EU v Všeobecné rozpravě. Hypotéza této práce předpokládala, že vlády, které jsou více pro evropskou integraci, budou více konzistentní s EU. Projevy z všeobecné rozpravy z let 1993 až 2024 byly analyzovány pomocí natural language processing. Model S-BERT byl použit pro převedení projevů do vektorové podoby, přičemž tyto vektory byly následně porovnány s vektorem mezi státy, které podporují a které jsou proti liberálnímu mezinárodnímu řádu vedenému USA pomocí kosinové podobnosti. Toto měřítko bylo vybráno, protože tato dělící linie byla v kontextu hlasování v OSN odhalena předchozím výzkumem. Míra konzistence byla měřena jako vzdálenost členských států od průměru EU a vzdálenost od oficiální pozice EU. Tyto hodnoty byly následně použity v fixed effect modelu.
