ART tokeny jako soukromé peníze dle F. A. Hayeka Abstrakt V diplomové práci je zkoumán vztah návrhu F. A. Hayeka soukromě emitovaných, navzájem si konkurujících, v čase stabilních peněz a ART tokenů dle nařízení MiCA, tedy kryptoaktiv, které mají za cíl stabilizovat svou hodnotu vůči jednomu či více aktivům. Práce si zejména kladla za cíl zjistit, zda tato Hayekova vize může obstát v regulačním rámci kryptoaktiv nastaveném nařízením MiCA. Výše uvedené je zpracováno prostřednictvím dílčích komparativních analýz ve třech zvolených reprezentativních oblastech, v rámci kterých je srovnáván koncept Hayekových soukromých peněz s možnostmi, které nabízí nařízení MiCA a jeho regulační rámec pro stabilní kryptoaktiva typu ART. Komparace je provedena z pohledu technického provedení reprezentovaného správou stability, prizmatem tržního prostředí, ve kterém byla analyzována role konkurence, a z hlediska postavení státu v tomto prostředí a v peněžních transakcích. Práce ve svých úvodních částech představuje Hayekův koncept soukromých peněz a jejich podstatné znaky. Dále se věnuje nařízení MiCA, a to především úpravě kryptoaktiv v něm obsažených. Jednotlivé druhy kryptoaktiv jsou taktéž stručně představeny a je vysvětleno, z jakého důvodu byly jako srovnání k Hayekovým soukromým penězům vybrány právě tokeny vázané na... ART Tokens as Private Money as defined by F. A. Hayek Abstract The thesis examines the relationship between F. A. Hayek's concept of privately issued, mutually competing, stable currencies and ART tokens under the MiCA Regulation, i.e., crypto-assets designed to stabilize their value against one or more underlying assets. In particular, the thesis sought to determine whether Hayek's vision is viable within the regulatory framework for crypto-assets established by the MiCA Regulation. The above is addressed through partial comparative analyses in three selected representative areas, within which Hayek's concept of private money is compared with the possibilities offered by the MiCA Regulation and its regulatory framework for stable crypto assets of the ART type. The comparative analysis is conducted from the perspective of technical implementation represented by stability governance, through the prism of the market in which the role of competition was analyzed, and from the perspective of the state's position in this environment and in monetary transactions. The thesis introduces Hayek's concept of private money and its essential characteristics in its introductory sections.
