[cze][eng] Tato bakalářská práce se věnuje socioekonomickým důsledkům bezdomovectví ve státě Oregon ve vybraných veřejných sektorech a zkoumá jednotlivé státní politiky, které byly přijaty v období 2020-2025 a výrazně ovlivnily vývoj této problematiky. V první části výzkumu se práce soustředí na obecné negativní jevy spojené s bezdomovectvím v letech 2020-2025 a demonstruje jejich konkrétní důsledky v oregonském zdravotnictví, ekonomice a vězeňském systému. V rámci těchto jevů text pracuje s teorií takzvaného institucionálního okruhu (institutional circuit), který spojuje jednotlivé negativní trendy s cyklickým pohybem osob mezi institucemi. Druhá část se věnuje soudnímu případu City of Grants Pass v. Johnson a zákonu o dekriminalizaci drog Measure 110, u kterých analyzuje jejich přímý vliv na vývoj oregonského bezdomovectví. Práce dochází k závěru, že nejvýraznějším důsledkem sledované problematiky, který se vyskytoval ve všech zkoumaných sektorech, je finanční zátěž, která je disproporční vůči zbytku obyvatelstva. Práce usuzuje, že tato nerovnost je zapříčiněná především kombinací negativních jevů, rozšířených mezi osobami bez domova, které zátěž na systém umocňují. Dále závěr práce potvrzuje významný vliv na vývoj situace v Oregonu u obou analyzovaných veřejných politik a definuje povahu jejich proměn v...This bachelor's thesis examines socioeconomic consequences of homelessness in the state of Oregon within individual public sectors and analyzes selected state policies that were enacted between 2020-2025 and substantially affected the development of this issue. The first part of the analysis focuses on negative trends that are generally associated with homelessness and demonstrates their specific consequences, between 2020-2025, on Oregon's healthcare, economy, and prison system. In the context of these trends, the text utilizes the concept of the institutional circuit, which links individual negative trends to the cyclical movement of persons between institutions. The second part examines court case The City of Grants Pass v. Johnson and the drug decriminalization law Measure 110, analyzing their direct impact on development of Oregonian homelessness. The thesis concludes that the most prominent consequence of the observed issue, appearing across all inspected sectors, is a financial burden that is disproportioned to the rest of the population. This disparity is primarily caused by a combination of negative trends that are common among the homeless population, which further intensify the strain on the state apparatus.
