Malé modulární reaktory: Výzva pro Českou republiku Abstrakt Malé modulární reaktory jsou jednou z perspektivních technologií jaderné energetiky, která může v budoucnu přispět k dekarbonizaci energetiky a posílení energetické bezpečnosti. Tématem diplomové práce je posouzení, zda je právní rámec české republiky aplikovatelný na technologii malých modulárních reaktorů a zda je na jejich implementaci do energetického mixu připravena. Diplomová práce nejprve vymezuje technologický a právní kontext malých modulárních reaktorů. Zabývá se trendem miniaturizace technologií, pojmem malých modulárních reaktorů a potenciálem jejich využití v České republice. Zvláštní pozornost je věnována skutečnosti, že hlavní potenciál malých modulárních reaktorů spočívá v jejich standardizaci, sériové výrobě, opakovatelném nasazení jednoho návrhu a částečné přesunutí výroby do továrního prostředí. Následující kapitoly se věnují analýze mezinárodního právního rámce jaderného práva, zejména na úlohu mezinárodních organizací, jako je Mezinárodní agentura pro atomovou energii a OECD/NEA, a mezinárodní úmluvy v oblasti jaderné bezpečnosti, nakládání s vyhořelým palivem a radioaktivními odpady a odpovědnosti za jaderné škody. Small Modular Reactors: Challenge for the Czech Republic Small modular reactors are a promising technology in the nuclear energy sector that could contribute to the decarbonization of the energy sector and to strengthening energy security in the future. The aim of this thesis is to assess whether the legal framework of the Czech Republic is applicable to small modular reactor technology and whether the country is prepared for its integration into the energy mix. The thesis first defines the technological and legal context of small modular reactors. It addresses the trend toward technological miniaturization, the concept of small modular reactors, and the potential for their use in the Czech Republic. Particular attention is paid to the fact that the main potential of small modular reactors lies in their standardization, serial production, the repeatable deployment of a single design, and the partial shift of production to a factory environment. The following chapters analyze the international legal framework of nuclear law, particularly the role of international organizations such as the International Atomic Energy Agency and the OECD/NEA, as well as international conventions in the areas of nuclear safety, spent fuel and radioactive waste management, and liability for nuclear damage.
