Tato bakalářská práce se zabývá komparací intervencí sociální politiky v České republice a Spojených státech amerických ve vztahu k osobám bez přístřeší. Zaměřuje se na dvě klíčové oblasti podpory této cílové skupiny, a to na systém sociálních služeb a podporu bydlení. Cílem práce je identifikovat hlavní rozdíly mezi oběma zeměmi v uspořádání těchto systémů a odpovědět na výzkumné otázky zaměřené na jejich komparaci. Práce je zpracována jako teoretická komparativní studie s využitím kvalitativní obsahové analýzy legislativních, strategických, metodických a dalších oficiálních dokumentů. Analýza ukázala, že americký systém je charakteristický vyšší mírou právního ukotvení definice bezdomovectví, větší systémovou koordinací služeb a dlouhodobě rozvinutějším rámcem podpory bydlení. Český systém je oproti tomu více založen na síti legislativně vymezených sociálních služeb s jednotnými standardy kvality, avšak s nižší mírou provázanosti jednotlivých intervencí a teprve nově budovaným systémem podpory bydlení. Významným zjištěním je také vyšší míra preventivní orientace amerického systému, přičemž český systém byl dosud více zaměřen na řešení již vzniklé situace bezdomovectví. Přestože americký systém působí strukturálně rozvinutěji, nelze z této skutečnosti automaticky vyvozovat jeho vyšší efektivitu. Práce dochází k závěru, že inspirací pro další rozvoj českého systému může být především větší koordinace služeb, těsnější propojení podpory bydlení se sociálními službami, posílení preventivních mechanismů a rozvoj systematického sběru dat. This bachelor thesis presents a comparison of social policy interventions in the Czech Republic and the United States of America in relation to people experiencing homelessness. The thesis focuses on two key areas of support for this group, namely the system of social services and housing support. The aim of the thesis is to identify the main differences between the two countries in the organization of these systems and to answer research questions focused on their comparison. The thesis is designed as a theoretical comparative study using qualitative content analysis of legislative, strategic, methodological, and other official documents. The analysis showed that the American system is characterized by a higher degree of legal definition of homelessness, greater systemic coordination of services, and a more developed long-term framework of housing support. In contrast, the Czech system is based more on a network of legislatively defined social services with unified standards of quality, but with a lower degree of interconnection between interventions and a newly emerging housing support system. An important finding is also the higher level of preventive orientation of the American system, while the Czech system has so far focused more on addressing already existing state of homelessness. Although the American system appears to be more structurally developed, this does not automatically imply higher effectiveness. The thesis concludes that the Czech system could benefit particularly from stronger service coordination, closer integration of housing support and social services, reinforcement of preventive mechanisms, and the development of systematic data collection.
