Tato bakalářská práce se zabývá vysoce aktuální problematikou ochrany měkkých cílů v České republice. Hlavním cílem práce je analyzovat současný stav zabezpečení veřejně přístupných míst a vyhodnotit efektivitu aktuálních metodických a legislativních opatření. Způsobem dosažení tohoto cíle je v teoretické části podrobná rešerše odborné literatury a platné legislativy, která definuje základní pojmy, kategorizuje měkké cíle a mapuje vývoj asymetrických bezpečnostních hrozeb v českém i mezinárodním kontextu. Empirická část je následně postavena na kvalitativním výzkumu, konkrétně na detailním bezpečnostním auditu vybraného měkkého cíle, kterým je základní škola v okrese Tábor. Výzkumné šetření zahrnovalo bezpečnostní audit přímo v daném objektu a následné vyhodnocení rizik podle metodiky ministerstva vnitra. Získané poznatky a závěry z auditu poukazují na skutečnost, že ačkoliv je teoretická připravenost personálu na dostačující úrovni, v praxi existují zásadní mezery v kontrole vstupů a absenci moderních technologií jako jsou například kamerové systémy. Hlavním vědeckým přínosem a vlastním příspěvkem této práce k řešenému tématu je vytvoření sady specifických doporučení pro daný typ instituce. Na základě provedené analýzy jsou v závěru navržena konkrétní opatření, jako například implementace vstupních karet pro zaměstnance a žáky a zavedení pravidelných nácviků evakuace. Tato doporučení mají přímý praktický dopad a mohou vést ke zvýšení celkové úrovně bezpečnosti a odolnosti sledovaných měkkých cílů vůči asymetrickým hrozbám. This bachelor thesis deals with the highly topical issue of soft target protection in the Czech Republic. The main goal of the thesis is to analyze the current state of security of publicly accessible places and evaluate the effectiveness of current methodological and legislative measures designed for their protection. To achieve the stated goal, the theoretical part provides a comprehensive review of professional literature and valid legislation. This section defines basic terminology, categorizes soft targets, and maps the development of asymmetric security threats in the Czech and international context. The empirical part of the thesis is based on a qualitative research investigation, which was carried out in the form of a detailed security audit of a selected soft target a specific primary school in the Tábor district. The audit was supplemented by a subsequent risk assessment using the methodology of the Ministry of the Interior of the Czech Republic. The findings obtained from the performed audit point to the fact that although the theoretical readiness of the school staff is at a sufficient level, there are fundamental gaps in the practical sphere. These are manifested mainly in insufficient control of entries to the building and in the absence of modern security technologies, such as intelligent camera systems. The scientific contribution of the work lies in the creation of a set of specific recommendations that are directly applicable to the given type of educational institution. In the conclusion, specific measures are proposed, such as the implementation of an electronic entry card system for employees and students and the introduction of regular evacuation drills and crisis scenarios. These recommendations have an immediate practical impact and aim to increase the overall level of security and resilience of the monitored soft targets against asymmetric threats.
