Tato bakalářská práce se zabývá analýzou finančního zabezpečení krizových opatření ve vybraném vzorku 16 obcí Jihočeského kraje v časovém horizontu let 2019-2024. Hlavním cílem práce bylo provést komparativní hodnocení struktury a úrovně výdajů na krizové řízení a ověřit finanční stabilitu zkoumaných subjektů prostřednictvím ukazatelů likvidity a metodiky SIMU. Výzkum odhalil, že výdajová stránka je dominantně tvořena náklady na požární ochranu, které představují v průměru 83,2 % celkových výdajů, zatímco investice do prevence jsou minimální. Analýza identifikovala tři modely financování a poukázala na paradoxní zjištění, kdy malé obce vykazují až šestinásobně vyšší výdaje na obyvatele než velká města. Práce potvrzuje vysokou finanční stabilitu obcí, ale zároveň identifikuje rezervy v oblasti cash managementu a meziobecní spolupráce. Výstupem práce je sada doporučení pro zefektivnění alokace finančních prostředků a standardizaci účtování krizových opatření v komunální sféře. This bachelor's thesis analyzes the financial security of crisis management measures within a selected sample of 16 municipalities in the South Bohemian Region between 2019 and 2024. The primary objective was to conduct a comparative assessment of the structure and level of crisis management expenditures and to verify the financial stability of the examined entities using liquidity indicators and the SIMU methodology. The research revealed that the expenditure side is primarily composed of fire protection costs, accounting for an average of 83.2 % of total spending, while investments in prevention remain minimal. The analysis identified three financing models and highlighted a paradoxical finding where small municipalities exhibit up to six times higher per capita expenditures than large cities. The thesis confirms the high financial stability of the municipalities but also identifies reserves in the areas of cash management and inter-municipal cooperation. The thesis provides a set of recommendations for streamlining the allocation of financial resources and standardizing the accounting of crisis measures in the municipal sphere.
