Správní agendy českých zastupitelských úřadů v kontextu mezinárodního správního práva Abstrakt Rigorózní práce se věnuje správním agendám českých zastupitelských úřadů v kontextu mezinárodního správního práva a nahlíží je jako specifickou formu exteritoriálního výkonu veřejné správy. Cílem je nabídnout systematizovaný, současně však prakticky orientovaný obraz fungování zastupitelských úřadů jako správních orgánů působících mimo území státu, vymezit jejich místo v systému českého veřejného práva a zasadit je do rozvíjející se doktríny mezinárodního správního práva. Na teoretické rovině práce vymezuje pojem a systém tohoto odvětví, jeho prameny a instituty správní odpovědnosti a přezkumu a propojuje je s funkcemi diplomatických a konzulárních misí, včetně komparace s úpravou ve vybraných státech (Německo, Francie, USA). Metodicky práce kombinuje dogmatickou analýzu mezinárodních smluv (zejména vídeňských úmluv), českých veřejnoprávních předpisů (zejména zákona o zahraniční službě, cizineckého zákona a správního řádu), práva Evropské unie (schengenský hraniční a vízový režim, směrnice 2015/637 a související acquis), relevantní judikatury a interních metodických materiálů s reflexí zkušeností z praktického výkonu konzulární a vízové služby. Ukazuje, jak se v každodenním fungování zastupitelských úřadů... 7 The Administrative Agendas of Czech Diplomatic Missions in the Context of International Administrative Law Abstract This thesis focuses on the administrative agendas of Czech diplomatic missions in the context of international administrative law and views them as a specific form of extraterritorial exercise of public administration. Its aim is to offer a systematized yet practically oriented account of the functioning of diplomatic missions as administrative authorities operating outside the territory of the state, to define their place within the system of Czech public law and to situate them within the evolving doctrine of international administrative law. At the theoretical level, the thesis defines the concept and structure of this field, its sources and the institutions of administrative liability and review, and links them to the functions of diplomatic and consular missions, including a comparison with the legal framework in selected states (Germany, France, the United States). Methodologically, the thesis combines dogmatic analysis of international treaties (in particular the Vienna Conventions), Czech public-law legislation (in particular the Foreign Service Act, the Aliens Act and the Administrative Procedure Code), European Union law (the Schengen border and visa regime, Directive 2015/637 and...
