Tato práce hodnotí stav a navrhuje zlepšení použitelnosti webu Ministerstva vnitra ČR jako jednoho z hlavních portálu českého eGovernmentu. Pro komplexní analýzu byla využita metodologie kombinující expertní heuristickou evaluaci s uživatelským testováním ve formě pětisekundového testu a testu prvního kliknutí na vzorku 13 re-spondentů. Výsledky odhalily zásadní rozpor mezi vnímáním portálu a jeho reálnou funkčností. Zatímco pětisekundový test potvrdil, že uživatelé portál správně identifi-kují jako oficiální zdroj, test prvního kliknutí prokázal selhání v informační architektu-ře. Klíčový uživatelský scénář, „nahlášení změny trvalého pobytu“, zaznamenal míru úspěšnosti pouhých 7,7 %. Analýza dále identifikovala fragmentované a nefunkční nástroje vyhledávání a nejednoznačnou vizuální navigaci vedoucí k dezorientaci uživa-telů. V závěru jsou formulována konkrétní doporučení, jejichž jádrem je restrukturali-zace portálu podle životních situací občanů namísto organizační struktury úřadu, což by vedlo ke zvýšení efektivity digitální služby a snížení administrativní zátěže pracovníků úřadu. This thesis assesses the current state and proposes improvements for the usability of the Ministry of the Interior of the Czech Republic website as one of the main portals of Czech eGovernment. For a comprehensive analysis, a methodology combining expert heuristic evaluation with user testing in the form of a five-second test and a first-click test on a sample of 13 respondents was utilized. The results revealed a fundamental discrepancy between the perception of the portal and its actual functionality. While the five-second test confirmed that users correctly identify the portal as an official source, the first-click test demonstrated a failure in the information architecture. The key user scenario, "reporting a change of permanent residence", recorded a success rate of a mere 7.7%. The analysis further identified fragmented and non-functional search tools and ambiguous visual navigation leading to user disorientation. In conclusion, specific recommendations are formulated, centered on restructuring the portal according to citizens' life situations rather than the organizational structure of the office, which would lead to increased efficiency of the digital service and reduction in the administrative burden on office staff.
