Filip Sommer Territorial Governance and its Impact on Local Conflict Resolution - Case Studies of Iraq's Disputed Territories Teritoriální vládnutí a jeho vliv na řešení místních konfliktů - případové studie iráckých sporných území Doctoral thesis Supervisor: RNDr. Libor Jelen, Ph.D. Prague 2025 Abstract Iraq's disputed internal boundaries (DIBs) constitute one of the country's most complex and enduring governance challenges, marked by competing territorial claims between the Kurdistan Regional Government (KRG) and the federal Government of Iraq (GoI). Although Article 140 of the Iraqi Constitution provides a legal framework for resolving the status of these territories through normalization, census, and referendum, its implementation has stalled, leading to a fragmented governance landscape. In this vacuum, hybrid governance structures have emerged, where non-state armed actors (NSAA), particularly Shi'a-majority paramilitaries under the umbrella of the Popular Mobilization Forces, exercise considerable influence, often beyond the reach of formal state institutions. Ačkoli článek 140 irácké ústavy poskytuje právní rámec pro řešení statusu těchto území prostřednictvím normalizace, sčítání obyvatel a referenda, jeho implementace zůstává pozastavena, což způsobuje postupnou fragmentaci správy těchto oblastí. V tomto institucionálním vakuu se rozvinuly hybridní formy vládnutí, v nichž neformální ozbrojení aktéři (non-state armed actors, NSAA), zejména šíitské polovojenské skupiny sdružené pod názvem Lidové mobilizační síly (Popular Mobilization Forces), zastávají výrazný vliv, často mimo dosah formálních státních institucí.
