[cze][eng] Tato bakalářská práce se zabývá analýzou českých zájmových skupin a jejich lobbistických aktivit v případě Evropské strategie pro udržitelnou a inteligentní mobilitu. Cílem práce je identifikovat a popsat české subjekty, které se zapojily do procesu tvorby dané strategie, analyzovat techniky lobbingu, které využily, a vyhodnotit úspěšnost, se kterou se jejich snahy o ovlivnění finální podoby strategie setkaly. Výzkum je strukturován kolem tří výzkumných otázek, které se zaměřují na typologii zájmových skupin, analýzu technik lobbingu a na dosažený úspěch. Metodologie práce stojí na využití obsahové analýzy veřejně dostupných dat primárně z platforem Evropské komise a z webových stránek zkoumaných subjektů. Preferované pozice aktérů byly kódovány podle předem stanovených schémat Úspěšnost byla vyhodnocena porovnáváním postojů aktérů s návrhem a finální přijatou podobou strategie podle předem stanovené rovnice. Výsledky práce ukazují, že v procesu tvorby strategie byli více zapojení business aktéři a byly více využívány techniky přímého lobbingu. Míra úspešnosti jednotlivých aktérů se lišila a není možné udělat závěr, jaká je souvislost využitých technik lobbingu s dosaženým preferovaným výsledkem. Práce přispívá k lepšímu pochopení role českých zájmových skupin v oblasti evropské dopravní politiky.This bachelor thesis focuses on the analysis of Czech interest groups and their lobbying activities in the case of the European Strategy for Sustainable and Intelligent Mobility. The aim of the thesis is to identify and describe the Czech entities that have been involved in the process of developing the strategy, to analyze the lobbying techniques they have used and to evaluate the success of their efforts to influence the final form of the strategy. The research is structured around three research questions that focus on the typology of interest groups, the analysis of lobbying techniques and the success achieved. The methodology of the thesis is based on the use of content analysis of publicly available data primarily from European Commission platforms and from the websites of the researched entities. The preferred positions of the actors were coded according to predetermined schemes and success was evaluated by comparing the actors' positions with the draft and final adopted form of the strategy according to a predetermined equation. The results of this paper show that business actors were more involved in the strategy development process and direct lobbying techniques were more used.
