Bakalářská práce se zabývá rozhodováním politických stran o příslušnosti k politické skupině v Evropském parlamentu na konkrétním případu českého politického hnutí Starostové a nezávislí a jeho volby frakce po evropských volbách v roce 2024. Cílem práce je identifikovat hlavní faktory, které ovlivnily toto rozhodnutí, a porovnat je se situací z roku 2014, kdy hnutí získalo zastoupení v Evropském parlamentu poprvé. Výzkumný design vychází z institucionálního rámce racionální volby, podle něhož politické strany sledují tři základní cíle: maximalizaci politického vlivu (office), názorové blízkosti (policy) a volební podpory (votes). Tradiční teoretické vysvětlení je doplněno o empirické poznatky akademických studií, jež identifikovaly význam domácího politického kontextu. Tyto motivace jsou operacionalizovány do tří hypotéz, které jsou testovány pomocí otevřeného, axiálního a selektivního kódování dat získaných z polostrukturovaných rozhovorů s vybranými zástupci zkoumaného hnutí. Výsledky ukazují, že ideologická shoda s frakcí byla nutnou, nikoli však postačující podmínkou. Jako klíčové se jeví strategické faktory - členství ve větší a vlivnější frakci a odmítnutí sdílet stejnou politickou skupinu s hnutím ANO jako domácím politickým rivalem. This bachelor's thesis explores how political parties decide on their affiliation with a political group in the European Parliament, using the case of the Czech Mayors and Independents political movement and its choice of parliamentary group following the 2024 European elections. The aim is to identify the key factors that influenced this decision and compare them with the situation in 2014, when the movement gained representation in the European Parliament for the first time. The research design is based on the rational-choice institutionalist framework, which assumes that political parties pursue three main goals: maximising political influence (office), ideological congruence (policy), and electoral support (votes). The traditional theoretical explanation is complemented by empirical insights from academic studies highlighting the importance of the domestic political context. These motivations are operationalised into three hypotheses, which are tested through open, axial, and selective coding of data collected from semi-structured interviews with selected representatives of the movement. The findings show that ideological alignment with the group was a necessary but not sufficient condition.
