[cze][eng] v českém jazyce: Dezinformace jsou vážným a rozšířeným problémem dnešní společnosti. Jde o záměrné šíření nepravdivých nebo zavádějících informací, které se často děje za účelem vyvolání zmatku, manipulace veřejného mínění nebo klamání lidí. Dezinformace jsou používány k ovlivňování politických výsledků, šíření nenávisti, a dokonce k podněcování násilí. Mohou se šířit skrze sociální sítě, zpravodajské servery i přímými zprávami. Dochází tak k jejich značnému rozšíření a na tuto skutečnost je třeba reagovat. Dezinformace samy o sobě nejsou novým fenoménem. Jsou-li ovšem součástí systematické snahy cizí mocnosti k získání vlivu, pak ve spojení s dalšími nástroji, ze kterých nejdůraznější je válečná agrese, jsou nástrojem způsobilým ovlivňovat politické preference ve společnosti. Citlivost společnosti k útokům na demokratické instituce je proměnlivá a je odvislá od dalších okolností, které ovlivňují život lidí. Tato citlivost může ochabovat v případě nenadálých událostí, jako nedávný COVID či aktuálně probíhající ruská agrese na Ukrajině. Zpochybňování významu demokratických institucí a samotného demokratického uspořádání společnosti je prostředkem, jak společnost destabilizovat, podrývat odpovědné plnění závazků plynoucích z mezinárodních smluv vůči partnerům, a tím oslabovat jednotnost a sílu těchto...in English: Disinformation is a serious and widespread problem in today's society. It is the deliberate dissemination of false or misleading information, often done to confuse, manipulate public opinion or deceive people. Disinformation influences political outcomes, spread hatred, and even incites violence. They can spread through social networks, news sites and direct messages. There is thus a considerable expansion of them and it is necessary to respond to this fact. Disinformation itself is not a new phenomenon. However, if they are part of a systematic effort by foreign powers to gain influence, then in conjunction with other instruments, the most prominent of which is war aggression, they are a tool capable of influencing political preferences in society. Society's sensitivity to attacks on democratic institutions is variable and depends on other circumstances that affect people's lives. This sensitivity can wane in the event of unexpected events, such as the recent COVID or the ongoing Russian aggression in Ukraine. Questioning the importance of democratic institutions and the democratic organization of society itself is a means of destabilizing society, undermining the responsible fulfilment of obligations arising from international agreements towards partners, and thus weakening the unity...
