- Reforma volebního práva EU Právo volit a být volen ve volbách do Evropského parlamentu (dále jen "EP") je jedním z mála způsobů, jak lze právo unijních občanů na demokratickou účast v evropském politickém rozhodovacím procesu realizovat přímo, nikoliv prostřednictvím politické participace na vnitrostátní úrovni. Volební právo EU je nástrojem, jak občané Evropské unie (dále jen "EU" či "Unie") mohou ovlivňovat politické rozhodování nejvyšších unijních představitelů, a tím se podílet na všeobecném směřování Unie. Evropské volby jsou proto považovány nejenom za ukazatel, dle něhož lze kvantifikovat aktuální zájem veřejnosti o evropskou politiku, ale především za prostředek, jak zájem unijních občanů o evropská témata podnítit. Volební právo EU však zůstává jednou z nejméně integrovaných oblastí evropského práva, a tak jsou volby do EP stále mnohými považovány za volby "druhé kategorie". Po řadě více či méně úspěšných pokusů o sjednocení volebních pravidel napříč členskými státy a vytvoření jednotného volebního systému pro volby do EP, přijal EP v květnu 2022 návrh Reformy volebního práva EU. Jedním z cílů parlamentního návrhu Reformy volebního práva EU je posílit nadnárodní dimenzi evropských voleb a udělat z nich volby "prvního řádu". K tomu mají dle unijních normotvůrců sloužit volební instituty,... - EU Electoral Law Reform The right to vote and run as a candidate in European Parliament (EP) elections is one of the few ways in which the EU citizen's right to democratic participation in European political decision- making can be exercised directly, rather than through political participation at national level. EU electoral law is a tool for European Union (EU or Union) citizens to influence the political decision-making of the Union's highest officials and thus to participate in the general direction of the Union. European elections are therefore seen not only as an indicator to quantify the public's current interest in European politics, but above all as a mean to stimulate EU citizens' interest in European issues. However, EU electoral law remains one of the least integrated areas of European law, and so EP elections are still considered by many to be 'second-order' elections. After a series of more or less successful attempts to unify electoral rules across Member States and create a single electoral system for EP elections, the EP adopted a proposal for a EU Electoral Law Reform in May 2022.
