Tato práce řeší problematiku zvanou fiskální federalismus. Cílem je návrh nového státního, krajského a obecního rozpočtu za rok 2014 v souladu s teorií fiskálního federalismu. Pro posouzení jsem si vybrala rozpočet města Blanska, Jihomoravského kraje a státní rozpočet České republiky. Zaměřila jsem se na normativní teorii veřejných financí, která nabízí řešení tržního selhání za pomocí tří funkcí: alokační, redistribuční a stabilizační. Tyto funkce byly klíčové při aplikování teorie fiskálního federalismu na rozpočty. Pro hodnocení výdajů jsem použila kritéria, jako jsou homogenita preferencí, úspory z rozsahu a redistribuční a stabilizační funkce. Daňové příjmy jsem posuzovala na základě stabilizační funkce a horizontální a vertikální spravedlnosti. V práci jsem zkoumala jednotlivé příjmy a výdaje a začlenila je na nejvhodnější úroveň veřejného rozpočtu. This thesis explores a theme of fiscal federalism. The main goal is a plan of the new national, regional and communal budget for the year 2014 according to the theory of fiscal federalism. As models to compare, I chose the budgets of the city of Blansko, the South Moravia Region and national budget of the Czech Republic. I focused on the normative theory of the public finance which suggests three solutions in case of the failure of market: the allocation, the redistribution and the stabilisation. These functions were substantial while applying the fiscal federalism on the budgets. The conditions for the costs comparisons were homogeneity of preferences, economies of scale and redistribution and stabilisation functions. For the rating of the tax revenues, I defined the stabilisation function and horizontal and vertical equity. In the research, I compared specific revenues and expenses and integrated them into an appropriate level of the public budgets.
