Vojenské záchranné útvary existovaly v různých organizačních strukturách v celých poválečných dějinách České republiky. Víceméně fungovaly na vojenském základě a byly prioritně určeny k plnění úkolů civilní obrany za válečného stavu. V mírových podmínkách byly využívány k provádění záchranných prací při živelních pohromách a průmyslových havárií, případně k výpomocím národního hospodářství. Z hlediska historie vojenské záchranné prapory pod hlavičkou Armády České republiky vznikli z důvodu, že nebyl vybudován Integrovaný záchranný systém. I když vznik rozsáhlého ozbrojeného konfliktu zasahujícího území České republiky je v nejbližším časovém horizontu nepravděpodobný avšak v dlouhodobé perspektivě tuto možnost včetně napadení zbraněmi hromadného ničení, nelze vyloučit. Z globálního hlediska dochází ke zhoršování bezpečnostní situace. Zvyšuje se aktuálnost hrozeb asymetrického charakteru. Tyto hrozby jsou spojeny především se subjekty, organizujícími teroristické útoky, jejichž objektem jsou převážně civilní cíle. Tyto subjekty vynakládají více úsilí o získání zbraní hromadního ničení. Koncem minulého století došlo k ukončení studené války, avšak v mnoha případech současné doby se zvyšuje aktivita bezpečnostních hrozeb nevojenského charakteru, spojené s přírodními a průmyslovými katastrofami, organizovaným zločinem, legálními a nelegálními rozsáhlými migracemi osob, šíření drog, nebezpečných nakažlivých nemocí, narušením informačních a řídících systémů a ohrožení veřejného pořádku a majetku občanů. Postupem času dochází k transformaci AČR, což se výrazně dotklo i vojenských záchranných praporů, které jsou samostatnou součástí AČR. Vzhledem k možnosti využívání těchto sil a prostředků jak v mírovém stavu, tak i za válečného konfliktu k ochraně obyvatelstva, dále na podporu IZS a ženijní podporu vojsk, jsem se rozhodl ve své bakalářské práci věnovat zvýšenou pozornost problematice reorganizace vojenských záchranných praporů a ověřit zda bude mít podstatný vliv na zajištění havarijní a krizové připravenosti na mimořádné události v regionu Jihočeského kraje. The military rescue divisions existed in different organizational structures in whole after-war history of the Czech Republic. The divisions operated on the military base and were intended for the performance of the tasks of the civil defence during state of war. In the peaceful conditions were the divisions used for the implementation of the rescue operations in the natural disasters and industry breakdowns or eventually for the help of the national economy. The military rescue divisions arose from the reason that there was built no Integrated rescue system in term of the history by the name of the army of the Czech Republic. Though the rise of the large armed conflict in the territory of the Czech Republic is not likely in the closest time horizon but there is the possibility of the attacking by the mass destruction weapons in the long term perspective can not be excluded. Safety situation has been getting worse from the global point of view and the recency of the threat of the asymmetric character is also increasing. These threats are mainly connected to the subjects organizing terrorist attacks whose objects are largely civil targets. These subjects exert more effort to gain the mass destruction weapons. The cold war was abandoned at the end oh the last century but the activity of the safety threats of the non-military character has been rising in the last years which is connected to natural and industrial disasters, organized crime, legal and illegal person migration, spread of the drugs, dangerous contagious diseases, disturbance of the information and control systems and exposure of the public order. It has gradually been happening to the transformation of the army of the Czech Republic which is dramatically connected to military rescue battalions that are individual part of the army of the Czech Republic. Owing to the possibility of the exploitation of these forces and means in peace or in the war conflict for the people´s protection or for the support of Integrated rescue system and sappers troop support I have decided to pay attention to the problem of the reorganization military rescue battalions in my bachelor´s work and to rectify if it has essential influence on ensuring emergency and crisis awareness on unexpected events in the south region of the Czech Republic.
