Prudký nárůst imigrace z Commonwealthu do Británie začátkem padesátých let minulého století vedl k sérii debat o možnosti omezit tento jev legislativně. Abychom však mohli tyto debaty blíže zkoumat, je zapotřebí pochopit základní historické pozadí britské imigrační politiky. Proto samotné analýze předchází krátké shrnutí klíčových událostí do poloviny dvacátého století. V této časti je Británie vykreslena jakožto země dlouhodobě vstřícná vůči imigrantům ze svých kolonií. Nečekaně vysoký počet přistěhovalců, příchozích kolem poloviny minulého století, ale začal vzbuzovat obavy. Následně byly uplatněny kroky, sloužící k odrazení obyvatel Commonwealthu od imigrace ješte před vycestováním. Když tyto neoficiální opatření neposkytli žádané výsledky a veřejné mínění začalo být nakloněno legislativnímu zásahu, začal se ve vládě projednávat první zákon rušící právo všech občanů Commonwealthu na svobodný vstup do Británie. A steep rise in Commonwealth immigrants entering Britain during the first half of the fifties resulted in a series of debates concerning the possibility to limit this inflow by legislation. In order to be able to analyze these debates, it is necessary to understand the historical background of the whole issue. Therefore a short description of certain basic facts regarding immigration precedes the actual political analysis. This part shows Britain as a country traditionally opened to Commonwealth immigration. However, the unprecedented number of immigrants entering the country in the first post-war years raised concern. In reaction to this anxieties British overseas officers applied certain measures to deter local population from considering a trip to Britain. When the preventive actions did not yield satisfying results, the government applied legislative restrictions.
