Cieľom tejto práce je zhodnotenie nového predpisu PART – ORA a jeho požiadaviek, ktoré sa týkajú výcvikových organizácií. V prvej kapitole je čitateľ v stručnosti oboznámený s legislatívou v civilnom letectve. Konkrétne s predpisom JAR – FCL, ktorý sa venuje tejto problematike a PART – FCL, ktorý ho nahradil. V druhej kapitole sú zhodnotené rozdiely v preukazoch spôsobilosti, ktoré boli vydávané v súlade s JAR – FCL a v preukazoch spôsobilosti, ktoré sú aktuálne platné podľa NK č. 1178/2011. Tretia časť práce je o samotnom predpise PART – ORA. Je tu popísaný obsah predpisu a jeho štruktúra a taktiež pojednáva o rozdieloch v požiadavkách v predpise JAR – FCL a PART – ORA, prechode výcvikových zariadení a o schvaľovacom procese, ktorý je jeho neoddeliteľnou súčasťou. Posledná kapitola práce obsahuje popis systému riadenia bezpečnosti a jeho návrh pre zložité organizácie, ktorý je novou a veľmi dôležitou súčasťou fungovania organizácie v súlade s predpisom PART – ORA. The main goal of this work is to evaluate new legislation PART - ORA and its requirements relating to training organizations . In the first chapter the reader is briefly familiar with the legislation in civil aviation . Specifically JAR - FCL , which addresses this issue and PART - FCL , which it replaced. The second chapter evaluated differences in the licenses that have been issued in accordance with JAR - FCL and the licenses that are currently in accordance with NK no. 1178 /2011. The third part is about actual prescription PART - ORA . There is decribed resumé of the legislation and structure and also it talk about the differences in the requirements in JAR - FCL and PART - ORA , about transmission of training facilities and about approval process, which is an integral part. The last chapter contains a description of the safety management system and its application for organizations , which is a new and very important part of the functioning of the Authority in accordance with Part - ORA.
