Tato diplomová práce se zaměřuje na problematiku v oblasti samosprávy, kde posuzuje její činnost v případě narušení zákonnosti. Práce popisuje obecně samosprávu jako celek, ze které vyčleňuje její územní část a věnuje se její úloze při specifických činnostech. Základními dokumenty, ze kterých vychází je platná legislativa v oblasti krizového řízení, odborné publikace a zpracované dokumenty. Cílem této práce je na základě dostupných literárních pramenů popsat a zhodnotit fungování samosprávy při řešení narušování zákonnosti, posoudit, zda je legislativní podpora dostatečná a navrhnout vlastní metodiku pro zvýšení úspěšnosti řízení při činnosti orgánů samosprávy. This thesis focuses on the issue of government authorities and assesses its activity in the case of legality distortion. The thesis describes government autority in general as a whole, from which detaches its local part and focuses on its function during specific activities. The basic used document was the valid legislation of the crisis management, professional publications and appropriate documents. The aim of this work is based on the available literature to describe and evaluate the functioning of the government in solving distortions of legality consider whether legislative support is enough, and bring in new methodology for increasing the success of the management activities of local authorities.
