Předmětem zkoumání této bakalářské práce je systém poskytování dotací ze Státního zemědělského intervenčního fondu. Cílem je zjištění administrativní náročnosti tohoto systému, a to jak administrativních nákladů, které nese veřejný sektor, tak nákladů vyvolaných, které vznikají na straně příjemce dotace. Pro zkoumání byly vybrány dotační tituly, o které lze žádat v rámci Jednotné žádosti, a které představují největší položku vyplácených dotací Státním zemědělským intervenčním fondem. Výše administrativních nákladů byla zjišťována metodou rozhovoru se SZIF a dále Ministerstvem zemědělství České republiky a Agenturami pro zemědělství a venkov, tyto agentury přijímají Jednotné žádosti, a proto do administrativních nákladů jsou zahrnuty i náklady těchto organizací. Vyvolané náklady byly zjišťovány pomocí dotazníků, které vyplňovali zemědělci, kteří žádají o dotace prostřednictvím Jednotné žádosti. Zjištěná výše administrativních nákladů činí 0,28 %, resp. 0,35 % při navýšení o osobní ohodnocení poskytnutých plateb a výše vyvolaných nákladů 0,78 % přijatých dotací, při výpočtu pomocí průměrné mzdy v ČR v roce 2011, resp. 0,6 % při výpočtu pomocí průměrné mzdy v ČR v odvětví zemědělství v roce 2011. The subject of research of this Bachelor thesis is the system of providing subsidies by State Agricultural Intervention Fund. The goal of this thesis is the administrative intensity of that system which includes administrative costs carried by public sector and induced costs which are carried by farmers. Subsidies included in Jednotná žádost was chosen for researching. Those are the main item of finances paid by State Agricultural Intervention Fund. The administrative costs were detected by the interviews with SZIF and then with Ministry of Agriculture of the Czech Republic and with Agencies for Agriculture and Countryside which take the applications and costs of these institutions are involved into administrative costs. The induced costs were detected by questionnaires which were filled in by farmers who apply for subsidies by means of Jednotná žádost. Quantified administrative cost are 0,28 % or 0,35 % paid finances when the wages include wage supplements and quantified induced costs are 0,78 % accepted finances when the average wage in the Czech Republic for 2011 is used for quantification and 0,6 % when the average wage in the Czech Republic for 2011 in the sector of agriculture is used.
