Bakalářská práce se zabývá aktivní politikou zaměstnanosti v okrese Blansko, jejím financováním, nástroji a cíly. Zaměřuje se na rekvalifikace, jeden z nejvíce využívaných nástrojů aktivní politiky zaměstnanosti, financované ze státního rozpočtu České republiky i fondů Evropské unie. Popisuje vzdělanostní strukturu, podíl žen, věkové rozložení neumístěných uchazečů o práci a nabídku volných pracovních míst. Zvláštní pozornost praktické části je věnována rekvalifikacím a následnému úspěšnému či neúspěšnému umístění rekvalifikovaných uchazečů na trh práce. Cílem práce je analyzovat, zda je nákladově efektivnější řešit danou situaci preventivně pomocí rekvalifikací v porovnání s dlouhodobým vyplácením podpor v nezaměstnanosti a sociálních dávek. K posouzení úspěšnosti je použita analýza hrubých efektů rekvalifikací. The bachelor thesis is focused on the active employment policy in the Blansko district, funding, tools and goals. It concentrates on retraining which is one of the most used tools of active employment policy. It is financed from the government budget of the Czech Republic and European Union funds, and describes the educational structure, proportion of women in unemployment, age distribution of job applicants and the vacancy supply. There is paid special attention to the retraining and successful placing of retrainers on labour market in practical part of our thesis. The cost-effective analyze of solvation of this situation through preventive retraining in comparision with paying long-term unemployment and social benefits is the main aim of this part. I have used the analyse of gross effects of retraining on this problem.
