Cílem diplomové práce je analýza vzájemných vztahů Evropské unie a Spojených států mexických realizovaných na bázi Dohody o hospodářském partnerství, politické koordinaci a spolupráci (všeobecná dohoda). První část práce se věnuje historickému vývoji vztahů EU -- Mexiko zasazenému do kontextu evropsko-latinskoamerických vztahů. Je definován pojem strategické partnerství a motivy obou partnerů pro uzavření těsnější spolupráce. Je také rozebrán text dohody. Ve druhé části je provedena samotná analýza vztahů, konkrétně tří dohodových pilířů. Text se zabývá postupně obchodem, formátem politického dialogu a celou řadou programů a projektů rozvojové spolupráce. Ve třetí části se pak nachází závěrečná syntéza získaných poznatků. Je popsán současný stav vztahů, úspěchy, kterých bylo za jedenáct let trvání dohody dosaženo, ale také přetrvávající problémy, které zatím brání intenzívnějšímu rozvoji jejich vztahů. Zvláštní pozornost je věnována dialogu s občanskou společností, který je považován za nedostatečný. Na základě znalostí dané problematiky se pak autor snaží odhadnout možný budoucí vývoj vztahů EU a Mexika. První stanovená hypotéza, v níž se autor domnívá, že všeobecná dohoda zdaleka nedosáhla svého potenciálu, byla potvrzena. Druhá hypotéza, podle níž trvá zejména ve vnějších ekonomických vztazích Mexika jednoznačná dominace Spojených států amerických, byla rovněž potvrzena. Děje se tak i přes intenzívní rozvoj vztahů EU -- Mexiko v poslední dekádě, což znamená, že se je Mexiku nepodařilo diverzifikovat do takové míry, aby se dominantní postavení USA v tomto kontextu snížilo. The goal of the thesis "Mexico -- strategic partner of the EU in Latin America (situation, problems and future of the relations)" is the analysis of mutual relations of the European Union and the United States of Mexico on the basis of the Agreement on Economic Partnership, Political Coordination and Cooperation (Global Agreement). The first part of the thesis deals with historical development of relations EU -- Mexico in the context of european-latinamerican relations. The term strategic partnership and the motives of both partners for closer cooperation are defined. The Agreement is analysed as well. In the second part, the relations, three pillars of the Agreement are analysed. Text deals with trade, political dialogue format and with a lot of programs and projects of development cooperation. In the third part there is a final synthesis of information received. The current situation of relations is described, as well as successes achieved during eleven years of the Agreement and problems impeding more intensive development of their relations. A particular attention is payed to dialogue with the civil society which is considered insufficient. On the basis of information obtained the author tries to estimate possible future development of the relations EU -- Mexico. The first hypothesis claiming that the Global Agreement hasn't reached its potential was proved. The second hypothesis claiming that in spite of intensive development of the relations EU -- Mexico in the last decade, the United States of America persistently and undoubtedly dominate especially in the external economic relations of Mexico was proved as well. It means, Mexico wasn't able to diversificate these relations to such extent so as to reduce dominant position of the USA in this context.
