The making of the strategic and conceptual documents on the level of Czech ministries (with the focus on the Ministry of the Interior and the Ministry of Defence)

Marie-Anna Bitnerová VERASP, FSV UK Abstract The diploma thesis deals with strategic planning at the level of ministries of the Czech Republic (with a focus on the Ministry of the Interior and the Ministry of Defence). It focuses on the creation of strategic and conceptual documents at the state level and thus describes the process through the lens of the theoretical framework of the Multiple streams framework. The research was carried out on the basis of in-depth interviews with nine employees of the Ministry of the Interior and the Ministry of Defence (who actively or passively participated in the creation of the documents), two experts in strategic planning and one respondent from the Fire Rescue Service in Prague, who is responsible for the agenda. The thesis analyses and then explains the creation of the materials from the initial idea of creation to the final acceptance, implementation, and evaluation. It also focuses on the individual variables that enter the process - time pressure, conflict of interest, the influence of political elections, politicization, etc., and on the actors involved who play a crucial role in the process (officials and their superiors, elected politicians including the government, and experts). This bachelor thesis deals with responsible public procurement. Responsible public procurement is a current trend in public procurement. This approach emphasises the application of criteria of quality aimed at socially and environmentally responsible criteria and innovation. Using this approach, a public tender can become a tool for applying sustainability principles and addressing problems at regional, local or municipal level. Applying the principles of responsible public procurement allows contracting authorities to use evaluation criteria other than the lowest tender price and to target solutions to problems identified by the contracting authorities themselves in their habitat or institution. As this is a recent trend within Czech public administration, the thesis aims to first conduct literary research focused on this issue. The practical part of the thesis is to identify the attitudes of public sector actors towards the concept and application of responsible public procurement at first. This was conducted by semi-structured interviews followed by analysis of insights gained from respondent´s knowledge, attitude, practice and potential barriers of application. Aim of the second part of the practical part is to create a case study of good practice involving sustainable public procurement criteria, i.e. carry out a public tender followed by evaluation of the gained experience.

The Principles of Financial Control in Public Administration Abstract This thesis focuses on financial control, legal principles, and how legal principles influence and co-create financial control. The thesis comprehensively presents the whole issue and aims to contribute to understanding both individual aspects and thein interconnectedness, allowing the reader to form an informed opinion on the subject. To achieve this goal, the work identifies the main legal principles shaping financial control. The thesis is divided into four main parts, each exploring different aspects of the topic. This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. The diploma thesis deals with the description of design of an information system for a state institution, which will provide a secure repository for the exchange of documents between the institution and external users of online public administration services. The main purpose of this system is to be used especially for remote access to administrative proceedings files, thus extending the possibilities beyond the viewing defined by the current legislation. The thesis is divided into three main parts: the definition of the theoretical foundations, the analysis of the current situation and description of the system design.
Finding suitable institutional arrangements for governing policy of science and research from the perspective of stakeholders involved

The thesis focuses on discussing the appropriate institutional arrangements for science and research policy at the national level from the perspective of stakeholders and experts in the governance of this field. The aim is to find out what model of institutional arrangement and governance of this public policy is considered appropriate by the addressed representatives of actors and experts and what arguments they use to legitimise this view and the chosen governance model. In terms of theoretical anchoring, the thesis relies on the theory of legitimacy focusing on the public policy environment and the concept of institutional field defining in the field of public policy governance the relations and interactions of a higher number of actors involved in decision-making on a certain issue. The analytical part of the thesis is based mainly on the implementation of an expert investigation using the Delphi method, preceded by an expert double interview to identify the main issues to be addressed in the current system of science and research policy in the Czech Republic. The first part describes generally the significance of water itself and of water resource management, the respective legislative including. Water protection as an integral part of water resource management complex is mentioned as well. The organisation of state administration in water resource management is explained in details, including the legislative that is connected with water resource management in the Czech Republic and European Union. In the second part, activities of public administration are described as well as water resource management investments. For comparison, public administration organisation in water resource management in Israel is described.
Quality of public administration in Czech Republic

The bachelor thesis focuses on the evaluation of the quality of public administration from the perspective of the citizen. In the first part, the basic concepts related to public administration are defined and the histo-ry of public administration from the establishment of the Czechoslovak state to the present is presented. Next, the existing methods used by state institutions to evaluate public administration are presented. In the second part of the thesis, the data from a questionnaire survey, which was conducted to determine the opinions of citizens on the quality of public administration, are evaluated and graphically processed. Alt-hough the data obtained did not provide us with a completely clear result, the final assessment of the citi-zens was classified as positive. Based on the results obtained, hypotheses were also evaluated to identify areas of public administration that need to change. At the end of the second part, necessary changes are suggested that could help improve the quality of public administration in the needed areas.

The aim of bachelor thesis is identify major gaps and create a proposal to im-prove the quality of services e-Government in the region Boskovicko and Tišnovsko based on the survey evaluating experience and satisfaction of citizens with public administration in these regions.
Digitální government a jeho bariéry v Evropské unii a České republice

The bachelor thesis covers the topic of digital government, focusing on barriers to its implementation, particularly in the Czech conditions. In the literature search part there are identified barriers, trends and models of e-government. It also summarizes the current situation in Czech Republic and other four EU countries. The research part includes comparison of level of e-government in Czech Republic and other four EU countries, and questionnaire survey analysing the demand side of e-government services. In the final part there is suggested plan for implementation of digital government applicable in the Czech public administration conditions.
