Comparison of experience of men and women participants of the Czech local politics from the gender perspective

Although the representation of women in terms of the Czech local politics is higher than on regional and state level, still their total number does not reach the participation of men by far. In addition, women are more present on lower decision-making positions of local politics. It is possible to say that women are disadvantaged by the current political and social environment. The qualitative research used in the present paper focuses itself on the reflections of male and female politicians regarding their participation in local politics, whereas their consensus and differences in opinions are monitored especially in regards to such topics as mandatory gender quotas, position of men and women in the local politics, discrimination, and distribution of political agenda as per gender. It has been demonstrated that "the second shift" is the most important factor in the eyes of both male and female politicians, making the involvement of women in the local politics much more difficult. Associations as political actors in small municipalities? Case study of Brandýs nad Orlicí microregion

This diploma thesis aims to provide insight into the municipal system in small municipalities. The work consists of two parts, a literature search and a research analytical part. The subject of the research is a discussion of Czech and later also German authors who deal with communal politics. The subject of this work is the role of associations as political actors in small municipalities with less than 300 inhabitants. The results of the research demonstrate the identical and different features of the Czech and German debate regarding small municipalities and the involvement of associations in political life. As a result, several variables were identified that are repeated for the authors. The sample is 10 municipalities from the Brandýs nad Orlicí micro-region, which are compared with each other in several areas. Municipalities are very similar, especially in terms of population, and thus the sample is relevant for mutual comparison between municipalities. The subject of the research is the identification of federal candidates and representatives, the support of associations from the municipality and the motivation of federal candidates for candidacy. State, Region and Municipality cooperation in planning and implementation of traffic structures: Case of completion of the D1 Motorway in the Říkovice - Přerov section

This work was focused on the procedure of the state in the traffic construction realization and the intervention of municipalities and regions in this procedure. The process of approving traffic constructions can be divided into five phases, the strategic phase, the conception phase, the land preparation phase, the construction preparation phase and the pre-implementation phase. Each of these phases has certain steps that must be followed. Municipalities and regions can enter the process at several points, the most important of which is the entry into the research study, the EIA process and the territorial proceedings. Municipalities and regions can also influence the warrant approval of traffic constructions with other resources, such as media coverage of the problem, petition events and cooperation with other autonomies. Another goal of the work was to reveal what complications are taking place in approving the completion of the D1 motorway, section 0136 Říkovice - Přerov. I carried out a case study and found out that the completion of the examined section was complicated by a lack of funds, the need to repeat the territorial proceeding with obtaining an exception from the EIA process. Implementation of Local Agenda 21 in the Czech Republic. Case Study of Prague, Prague 10, Prague 14 and Chrudim

The thesis deals with the implementation of the Local Agenda 21 (LA21) method in the Czech Republic and the possible real change of municipal policy as a result of this method. The author chose four case studies for his research (Prague, Prague 10 city district, Prague 14 city district, Chrudim city) selected by the so-called "most different system design" method, ie successful municipalities on the one hand and unsuccessful on the other. In addition to this dichotomy, the author adds a perspective of different types of municipal system: city vs. city district. The methodology of the thesis is based on two pillars - content analysis of strategic documents and the current outputs of the individual municipal offices, and semi-structured interviews conducted by the author, which clearly shows that the LA21 method is a strongly political subject, depending on the current level of political support, which fundamentally influences whether or not real change of the municipal policy towards sustainable development at local level. The thesis primarily concerns on existence of political parties on the local level, creation of electoral lists and analysis of the electoral list structure. Housing policy and housing availability in Rychnov nad Kněžnou

The subject of the research is regional housing policy. It is defined as a kind of public policy investigated on the conditions of the selected region. This is a problem that is still very little theoretically elaborated. The theoretical framework (concept) of "housing policy" as a kind ("subset") of public policy ", which has its actors, objectives, content, assumptions and subject orientation, will be elaborated. Then this problem is solved in the case of Rychnov nad Kněžnou. The city has two major problems. Collapsing transport infrastructure and a lack of housing in private or urban property. The problem of shortage of flats is connected with other social problems such as the creation of illegal hostels, overuse of apartments by a large number of people - more waste, insufficient civic amenities. The city leadership would like to address the problem with a new construction but does not have sufficient resources to do so. Construction by private investors is also not jeopardized. By developing a building, the city would like to attract more families and employees' partners who would easily find jobs in various fields. By city dwellings and regulated rent the city would like to restrict illegal hostels. Similarly, it could offer apartments for families with children or start-ups for young people....
Sport as Local Cleavage: Case Study of Vysočina Region

The diploma thesis Sport as Local Cleavages: Case Study of Vysočina Region analyses whether sport and sport related topics (sport financing and other support, organization of sports events, operation and building of sport facilities, association activities, etc.) are able to divide a society, or whether it can be one of the cleavages at the local level in the Vysočina Region and what intensity this cleavage could have in the examined municipalities. The theoretical part contains the concept of conflict lines of S. Rokkan and S. M. Lipset. The research put emphasis on the local level of politics, the Czech environment and the cleavage connected with a sport. Authors such as S.Balík, V. Bubeníček, J. Čmejrek, J. Čopík, V. Hloušek and M. Kubálek are dealing with these issues. The analytical part of the thesis is a case study that examines the presence of cleavage, its intensity and the approach of actors through both semi-structured interviews with representatives of selected municipalities, records of municipalities and as well through media news monitoring. Based on research it is obvious that sport could evoke and develop conflicts and, in some cases, can indeed significantly divide a society and establish a new local policy player.
Movement ANO 2011 in Local Coalitions: Case Study of Large Cities

This diploma thesis presents Hnutí ANO 2011 as a Czech local governance participant. Having put emphasis on ANO's local organizations, the diploma thesis deals with particular situations in selected statutory cities during the 2014-2018 electoral cycle. As the electoral cycle went by, internal problems in local organizations emerged which ended up with party board abolishing some of the organizations. Coalitions in which ANO participated also were affected by those problems. In some cities, however, coalitions persisted and ANO local organizations had not suffer with internal problems, study of which also became a part of the research in the thesis. Having a strong leader from the business environment and limited membership, ANO 2011 is considered to be a business-firm party focused on marketing strategies and external specialists. As a typical business-firm party instance Forza Italia can be named, established in 1990s by Italian businessman and future prime minister Silvio Berlusconi. Business-firm party character of ANO may affect local governance where ANO's local organizations follow ANO party board's instructions and those organizations lack of autonomy to make their own political decisions.
Czech Mayors - Case Study of Písek District Between Years 2006-2014

This bachelor's thesis is a case study that deals with research of mayors in the Písek district between years 2006-2018. Mayors of the Písek district were statistically analyzed from several point of views in the order to characterize and identify changes on this position for the last four election periods. The thesis discovers how often were the mayors reelected and for how long, as well as how many women mayors were elected, and if their numbers increase or decrease. Also, the average age of mayors and their participation in political parties were studied, eventually their nominations on the lists of candidates of political parties. The mayoral bonus is also discussed in the thesis. The mayoral bonus means that mayor gets more votes in the second election than in the first one. The topic is examined in the whole district and in small and bigger villages. It concerns mayor bonus in the case of mayors on the lists of candidates and compares all the election's results during the examined years. Political Aspects of Jointly Held Local Referenda and Local Elections: Case Study of the City of Prague

This thesis deals with political aspects of jointly held local referenda and municipal elections, focusing on the possibility of utilizing this concurrence in order to achieve political goals - influencing the progress of referendum, mobilizing voters, using the referendum as part of election campaign - the main aim is to systematize and classify these political aspects, the other aim is to identify strategies adopted by political participants in order to achieve holding both events in conjunction. The first part of the thesis the issue of jointly held local referenda and elections is placed in the context of EU member states and the conditions of local referenda in Czech Republic are analysed. In the second part individual political aspects of local referenda are identified and based on that the key categories are defined in order to systematize and classify political aspects of local referenda. The latter systematization is then used in the multi-case study of Prague, specifically its districts where the initiators of the referendum intended to hold it jointly with municipal elections in October 2014, and strategies of achieving conjunction are identified based on discovered findings.
