Mayor as a Black Peter? Case Study of the Moravian-Silesian Region

The bachelor's thesis is a case study that deals with the influence of factors that influence interest in the post of mayor of small municipalities in the Moravian-Silesian Region. This thesis describes Czech local politics, which is very specific due to its large number of small municipalities in the Czech Republic. The local politics of the Czech Republic is extensively researched, thanks to many important authors who have devoted themselves, for example, to local councils, rural municipalities, or the creation of coalitions or parties of representatives. Research usually comes to the conclusion that there is no interest in the post of mayor in small municipalities, yet no work published so far describes the exact reasons that influence this interest. Since this phenomenon of interest has not yet been specifically described, however, the circumstances confirming lack of interest are very specific, this work is based on qualitative research. The bachelor's thesis titled Correlation between the Popularity of the ANO Brand in the Moravian-Silesian Region and the Success of Elected Mayor Tomáš Macura in the 2022 Municipal Elections is dedicated to a case study of Tomáš Macura within the framework of municipal politics in Ostrava. The theoretical part of the thesis defines the terms associated with brand, branding, political brand, and personal political brand. It is followed by a chapter on the socio-political context, where the work summarizes the ANO 2011 party's results at different political levels, with a specific focus on the Ostrava region. This chapter also addresses the rise of the ANO 2011 party, along with its history. A subsequent subsection is dedicated directly to Tomáš Macura and his political career. In the analytical part, the thesis delves into the analysis of internal party research and the media visibility of Tomáš Macura prior to the 2022 municipal elections. The result of the study reveals that both parties - Tomáš Macura and the political party ANO 2011 - benefited from their coexistence, thus creating a symbiotic relationship between them.
Political ideologies in the local politics of selected Czech towns

The thesis deals with political ideologies in the local politics of selected cities in Czechia. The aim of the research is to explore whether political parties at local level are formed by political ideologies and to find out what their ideological positions are affected by. To represent political ideologies, I have chosen two ideological dimensions (the left-right economic dimension and the GAL-TAN socio-cultural dimension), of which 10 parties in 33 selected Czech cities were evaluated. The thesis is primarily based on data from the "Election calculator" for elections to municipal councils in 2022. Based on its questions, an evaluation scale was created for each dimension, which determines the ideological positions of parties in selected cities. The thesis thus verifies the applicability of the concept of ideological dimensions at the local level in Czechia. The theoretical part of the thesis describes political ideologies and the possibilities of their classification. Diploma thesis Municipal Secessions after 1989 in District of Česká Lípa deals with a wave of disintegration of municipalities which took place immediately after a restoration of democracy in the Czech Republic. The thesis discusses the following subjects: the development of municipal administration in the Czech lands, the current position and function of municipality, basic aspects of democratization on a local level, territorial fragmentation, local development, the concept of secession, and legislative conditions for the foundation of new municipalities in the Czech Republic and administrative development in the district of Česká Lípa on which is this paper focused. The Factors of Voluntary Municipal Amalgamations: the Case of the Czech Republic in European Comparison

The diploma thesis analyzes the issues of voluntary consolidation of municipal structures in the European countries. The period between the 1990 and 2013 was chosen as the time frame for the thesis because of the possibility to incorporate the countries of the former Soviet bloc to comparison. The text is divided into two main parts, where different perspectives are used. The first part is mainly theoretical using the top-down, state-focused perspective. The European countries are distributed into different categories according to the type and degree of voluntariness in the consolidation process. The cases of the countries are individually analyzed to illustrate the tools and factors that influenced success or failure of the municipal merger processes. The second part of the text, using the bottom-up perspective, is focused on the individual cases of the municipal amalgamation in the Czech Republic. It describes every case alone and analyzes assumptions and factors affecting decisions of small municipalities to merge. The combination of the two perspectives allows creating a basic set of strategies and instructions which, under certain circumstances, may convince small municipalities to merge.
Transforming of Executive Coalitions in Prague in the Electoral Period 2010-2014

The aim of this diploma thesis Transforming of Executive Coalitions in Prague in the Electoral Period 2010 - 2014 is to analyze influences, which have an important role in a process of establishing executive coalitions and also in their stability. The analysis is based on a classical theory of coalitions, discursive analysis, interviews with direct participants and on official documents. One of the aims is to describe the level of possibility in application of theoretical concepts of coalition theory in the area of Prague's political system. There are many points of view, from which we look at stability and forming of coalitions. For example, very important point of view is an influence of making and implementing politics or an influence of politicians from national level. A big importance is focused on negotiating between participants, their statements in media and their real steps and decisions. The intention of this thesis is not an invention of general model which should be applied on similar local system, but to explain and describe the uniqueness of Prague local system and the election period of 2010 - 2014.
Direct Mayor Elections in Europe

The master's thesis "Direct election of mayors in the European experience" is dealing with the direct election of mayors, which is being used in more than a half of the European countries. The focus of the thesis is the trend and the impacts of the direct election of mayors. The purpose is to find out, if the direct election of mayors causes an increase in the voter's turnout, if there are cases of divided majorities under the direct election of mayors and if those are causing issues with the system functioning. Lastly, if the direct election of mayors is a trend which is going to spread into further countries. The first theoretical part deals with the phenomenon of the direct election of mayors, the leadership theories at the local level, typologies of local systems and brings a theoretical basis for the analysis of the voter turnout and divided majorities. The second part contains an overview of the European countries according to the direct or indirect method of voting for their mayors and also case studies of chosen countries. The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.
Participation of Vietnamese National Minority in Czech Local Politics

This diploma thesis focuses on the participation of the Vietnamese national minority in the Czech Republic, especially at the level of local politics. The main objective of the thesis is to analyze and critically reflect on the motivations, attitudes, and views of the Vietnamese national minority on political and civic participation with an emphasis the local politics. At the same time, the work explores the forms of participation of the Vietnamese community and the factors that influence them. Because the target group of this work is a Vietnamese national minority, the national minority policy is first analyzed at the international level, followed by analysis at the national level. The reason for this approach is that the international environment plays a vital role in examining national minority politics and ethnic minorities. Selected instruments and institutions of national minority politics in the Czech environment are then further analyzed and compared with the German counterpart where minorities, and in particular the Vietnamese minority, have long been a significant part of society.
