1 Contemplated reforms of the U.S. presidential election Abstract This diploma thesis is dedicated to the U.S. presidential election, specifically the greatest attention is paid to the electoral system called the electoral college which is used during the election. The text of my thesis relates to the US presidential election which is generally a very extensive topic therefore it is not possible to analyze in detail all the individual aspects of the process and thus provide a complete thorough analysis within this thesis. As a result of this, my aim is to briefly present the historical development of the electoral college along with its current functioning during the election process of the President of the United States. Subsequently, I am going to focus closely on potential reforms of the presidential elections that could significantly contribute to the improvement of the entire process of selecting (electing) the president of the United States. This thesis is divided into three consecutive parts, each part is then divided into several individual chapters. In the first part I am discussing the main historical reasons leading the founding father of the United States to adopt the current presidential electoral system and I am also focusing on its early discovered insufficiencies which had been corrected by...

Kohlová, Barbora ; Antoš, Marek (advisor) ; Horák, Filip (referee)
Proportionality of the electoral system for the Chamber of Deputies Abstract Proportional system allocates to a party a percentage of seats equal to the percentage of the votes received in the election. Because of the indivisibility of seats and in the interest of the functionality of the elected body, full proportionality can never be achieved. However, its level can be significantly influenced by manipulating the variables of the electoral system. Because of the contradiction with the principles of proportional representation and the principle of equality required by the Constitution the Constitutional Court in its decision Pl. ÚS 44/2017 just eight months before the elections, it repealed important provisions of the Act on Elections to the Parliament of the Czech Republic, in particular the electoral formula and the additive closing clause for coalitions. Due to the upcoming elections to the Chamber of Deputies, Parliament was forced to quickly adopt a compromising amendment. The main goal of this thesis is to determine whether this amendment, adopted as Act No. 189/2021 Coll., which replaced the existing D'Hondt method with a non-traditional Imperiali quota and introduced a second, nationwide, scrutiny to redistribute the remaining votes, fulfilled the requirements of the Constitutional Court and...

Bláha, Martin ; Brunclík, Miloš (advisor) ; Jüptner, Petr (referee)
This thesis deals with the possibilities of changing the electoral system to Czech municipal councils. It is an analytical case study with elements of a policy paper, i.e., a set of recommendations intended especially for legislators. The thesis has two main goals: (1) to identify and summarize aspects of the electoral system that experts call controversial and (2) to suggest possible solutions that would mitigate or eliminate these controversial variables. The work comes with three alternative solutions for changing the electoral system: (A) minor modifications to the existing system, which will facilitate the possibility of election because of preferential votes, and at the same time prevent local governments from performing electoral engineering by purposeful modifications of constituencies; (B) a variably mixed fusion system identical for all municipalities and (C) combination of two systems: unlimited vote for municipalities with less than 2,000 inhabitants and an open PR system for larger municipalities.
