Development of Czech Asylum Policy in the perspective of public policy theories

This thesis aims at the development of the Czech asylum policy from the year 2000 to the year 2016. Asylum policy is an area that isn't in the center of the public concern for most of the time and only few actors take part in this policy. However, we can say that currently, because of the events such as the refugee crisis, the asylum policy is becoming a very ongoing topic and plays a crucial role in the public discourse. For this and other reason, in this thesis I am researching the development of asylum policy, explanation and description of changes that have happened. The development of asylum policy in the period is analyzed first the terms of practical changes, that are caused by the legislative or important events. This consists of the identification of particular periods, as well as their characteristic features. The analysis is also made in the theoretical perspective: Punctuated Equilibrium Theory (PET) and frame theory are used. The PET is suitable for explaining changes in the policy process, that can possibly occur after long periods of stability. Framing is an important feature of the PET. For the purpose of this thesis, framing is also used as a method of analysis of the negotiations in the parliamentary debates that concern the legislative of the asylum policy. The regulation of asylum law after the Lisbon Treaty entered into force

The aim of the thesis is to analyse asylum law of the European Union with focus on the changes, which introduced the Treaty of Lisbon. The paper describes development of the EU asylum law, establishing of the Common European Asylum System (CAES) and changes that Lisbon Treaty introduced in comparison with the former regulation. The text also deals with the right to asylum, which is established in the Charter of Fundamental Rights of the EU. The thesis is divided into 7 chapters. In the first part of the paper the author follows historical development of the asylum law of the European Union and beginning of the harmonization until adoption of the Amsterdam Treaty. The second chapter is dedicated to the establishment of the CAES, which more than 10 years ago became main priority of the asylum policy of the EU and which aims to harmonize asylum laws of the Member States and therefore ensure a unified application not only of international, but also of European legislation from this area. Recent major changes in the structure and functioning of the European Union, which were introduced by the Lisbon Treaty, are in general outlined in the third chapter of this paper. Changes of the EU asylum and migration law in the light of the current refugee crisis

This thesis deals with the proposed changes in the area of EU asylum and migration law in the light of the current refugee crisis. EU asylum and migration law are two separate areas between which there is a "close connection". The paper describes EU asylum and migration legal framework, then delimits the term "refugee crisis" and reviews recent measures taken or proposed by the EU. The thesis is divided into 3 chapters. In the first part of the paper the author follows up the legal framework which encompasses both international legal instruments (1951 Refugee Convention and others) and EU primary law and secondary acts. The second chapter is dedicated to analysis of the "refugee crisis", its crises factors, as well as to reflections on the characteristic of this crisis as a state of emergency. The last chapter, which is internally divided into two subchapters, concerning asylum and migration law, relates to particular measures taken by the EU during the crisis. The Cooperation of the State and NGOs on the MEDEVAC program

This diploma thesis focuses on the possible cooperation between the state and NGOs on the program of medical evacuation MEDEVAC during last three years. The aim of this study is to bring a coherent view on the MEDEVAC program and mainly to look into a relation between the state and NGOs which provide services to the state so they play irreplaceable role in this interaction, all through the analysis of interview with particular representatives. The discovered findings from the research and evaluated achieved aims are placed in the conclusion of the thesis.
