Sexual Harassment in Higher Education.

The dissertation focuses on the exploration of the phenomenon of sexual harassment in Czech higher education environment, particularly on harassment of students by teachers. The sexual harassment is defined as unwelcome, inappropriate and offensive behavior that constitutes an abuse of power based on gender and formal structure. It comprises both less explicit forms of gender harassment (known as the "hostile environment") and more explicit forms of sexual (referred in the legislation as "quid pro quo"). The dissertation is based on a study of selected faculty of Prague university conducted in the turn of 2008 and 2009. It took a mixed research design combining quantitative questionnaire survey and in-depth interviews with students. The dissertation focuses on three main realms: i) students experience of sexual harassment, ii) the definition and perception of sexual harassment, and iii) coping strategies and solutions of sexual harassment. Quantitative survey showed that 67 % of respondents on the selected faculty have encountered some form of harassment during their studies. Sexual harassment of Czech university students in 2018 - comparison with 2008 research

The principal objective of my thesis was to find out what changes in sexual harassment of university students have occurred since 2008/2009 when the research project Sexual harassment at university: occurrence and perception was carried out. In the theoretical part I describe the term sexual harassment, specifics of the university environment and at the end of the theoretical part I show negative effects of sexual harassment and outline possible ways how to prevent it. In the methodological part I describe the research itself. I interviewed a total of 946 students using a questionnaire survey to find out what forms of sexual harassment students most often face, whether women perceive annoying behaviour more critically than men and whether they have more experience with it and also how students define sexual harassment. The analysis of the results showed that there were no major changes in the total share of students who experienced the sexual harassment by their teachers compared to the previous research. At the same time, some types of harassing behaviour have become more frequent (e.g. abusive behaviour due to being a man or a woman, ridiculing students' appearance). Analyses of public higher education funding in Czech Republic- implementation of changes

Diploma thesis "Analyses of public higher education funding in Czech Republic- implementation of changes" deals with setting the rules and principles of higher education institutions funding in Czech Republic and analyzes the situation in funding after year 2006. The thesis outlines its view on the universities budget and its function by clarifying the function of public budgets and it clarifies the constitution of higher education as a mixed good with externalities. Funding of higher institutions is a tool in the hands of the state, which helps to influence the higher education politics.For better understanding the current situation, the thesis is using the description of evolution in higher education funding after year 1989. Another important aspect is the international context, therefore , the thesis peeks into the setting up the system of higher education funding in chosen states and implements detected knowledge into the wider context. Using case study research design the thesis makes clear the evolution in funding after year 2006 and formulates the implication for public policy.
Analysis of drawing of the EU structural funds by public universities in the Czech Republic

This paper focuses on the analysis of absorption of EU structural funds by public universities in the Czech Republic in the period of 2007-2013 under the operational programmes Education for Competitiveness OP, Research and Development for Innovation OP, Prague Adaptability OP and Prague Competitiveness OP. Emphasis is put on the differences between Prague and outside Prague public universities, considering that Prague is the only Czech region that exceeds 75% of the average GDP per capita in the EU and the schools based in there have different access to the resources from the Structural Funds than outside Prague schools. The analysis compares the number of projects of Czech public universities, as well as the amount of funds drawn by them. There has been created a value used for comparison by applying the total amount of funds drawn by Prague and outside Prague public universities to students in these two areas. In the last chapter of the work, there are some possible effects of unequal distribution of resources and problems associated with their drawing outlined through a discussion with several experts. This thesis deals with a reform of Czech higher education after the Second World War. While traditional treatments follow the communist experiment from its beginnings until its 'inevitable' downfall in 1989, this work focuses on its roots and end with the adoption of the new Higher Education Act in 1950. This reversal of perspective reveals similarities between the communist reform and modernisation trends which influenced the development of higher education also in the West. We follow the discussion about the future of higher education, which went on in 1930s-1950s, try to see how universities tried to approach the tension between their freedoms and demands for serving the public, and analyse the way in which the communist reform responded to this issue. Czech higher education was formed by Humboldtian principles, which were partly implemented in mid-19th century. During the interwar period, this framework basically remained in place: higher education developed in terms of quantity rather than quality but certain problems with demanded attention also started coming to the fore. Duration of university studies in the Czech Republic and the effect of fees for excessive study duration

Topic of the thesis is the duration of studies at universities in the Czech Republic and the effect of fees for excessive study duration on the duration of studies. It focuses on undergraduate programs at public universities, for which the fees are applicable. Author exploits data from the national student register and data on the amount of fees from most Czech universities to build a regression model. Awareness of students on the fees policy was determined by questionnaire for participants of a widely used admission test (National Comparative Test Scio). It has been found, that at the average, 41% of students extended nominal length of study program before completing it, with highest share observed in humanities. About 10% of students extended the nominal length of study by more than one year. Fees apply to one-fifth of the students, half of them because their unsuccessful studies had been attributed to their actual length of study. The results show that time to degree is only insignificantly related to the potential amount of the fee; only in the case of students of one public university we have found mild relationship and CZK 1,000 fee increase should shorten time to degree by 6 days. Legal aspects of university funding Abstract The topic of the dissertation is the legal aspects of universities funding in selected European countries, but especially the countries of the European Union. The choice of the topic of the dissertation resulted from my interest in this specific issue, which is an integral part of financial law and financial science as an important branch of law as a scientific discipline. I set the goals of the dissertation in accordance with the theoretical-empirical- application character of the dissertation. The main goal of the dissertation is to analyze in detail the legal aspects of funding terciar education institutions in the countries of the European Union and other European countries, while I will also state the necessary connections in the context of the topic, which also applies to private universities. I will elaborate the issue of legal aspects of university financing, especially in the Czech Republic, the Slovak Republic, Hungary and the Republic of Poland. Of course, we will work on the topic in terms of specifics in other European countries with emphasis on university funding from all existing, possible and potential resources. Vybrané ekonomické efekty přítomnosti studentů ve městě Brně

The main aim of the thesis which was created in collaboration with City Strategy Office is analysing the economic contributions of students in Brno. The thesis includes quantitative research focusing on students preferences in the way of accommodation and transport in city, spending their free time and structure of their incomes and expenses. Information from the research is compared with research from 2014. It has been found out that the outcomes of repeatedly performed survey are similar, students preferences, their expenses and incomes have not been significantly changed. The results of this survey will be processed in cooperation with City Strategy Office and implied into new strategic plan for Brno 2050.

vii Legal Status of Higher Education Institutions Abstract The aim of this thesis is to analyse the legal status of various types of Higher education institutions within public law in a historical and contemporary perspective, to deal with their typology theoretically. Moreover, the thesis pays attention to academic self-government and the academic sphere overal and finally, it inquires into the assurance of quality of higher education in the Czech Republic in the form of the institution of accreditation. The text is divided into eight parts, including the introduction and the conclusion. The introduction analyses status of Higher education institutions in a historical perspective, particularly concerning Charles University in Prague, and through the development in the 20th century, the line of the thesis moves toward the contemporary legislation, included in the Act No. 111/1998 Sb., as amended, and in the related documents of both legal and political nature.
