Effectiveness of the Eastern Partnership of the EU

The thesis focuses on analyzing the support of democracy model through the external governance and its efficiency as potentially more successful alternative to leverage and linkage. The theoretical part shows that democratic governance defines democracy according to the following principles: transparency, accountability and public participation. It is also based on the concept of external governance, which focuses on expanding EUs internal rules beyond its borders. For this purpose the case of Eastern Partnership was chosen. This case uses the mechanism of external governance and also applies the strategy of the support of the democracy in sector cooperation. The efficiency of this initiative or rather support of the democracy through the external governance is evaluated by comparative analysis of impact of cooperation of EU and partner country on their legislative development within the three selected sector policies (energy industry, environmental protection, justice and home affairs). The time period for the research is from establishing of the initiative in 2009 to the summit in Vilnius in the fall 2013. European Union as a State-Building Power

This thesis concentrates on the role of the European Union as a state-building power. It scrutinizes EU foreign policy in terms of state-building phenomena in three selected areas: Western Balkans, Eastern Partnership, and Southern Neighbourhood. First, it presents the EU as an increasingly powerful international actor and a normative power. Then, it overviews the existing literature on state-building with a special focus on Francis Fukuyama's neoliberal approach and David Chandler's critical remarks. The thesis is methodologically grounded in the Qualitative Comparative Analysis (QCA), specifically the four-value fuzzy set QCA, which enables to bridge the quantitative and qualitative approaches. The analysis operates with 23 cases (countries) and five variables in order to assess the EU state-building practices in relation to the targeted states' resilience. Drawing on the moderate generalizations from QCA results, the thesis concludes that the EU is, indeed, a state-building power which strengthens the resilience of states through its state-building practices.
Perception of Otherness in Europe – Analysis of the Media Discourse before The United Kingdom European Union Membership Referendum 2016

The thesis contributes to explaining the perception of otherness in Europe by conducting the analysis of the media discourse before The United Kingdom European Union membership referendum in 2016. The aim of this thesis is to identify the key concepts used in the media discourse to construct the internal and external otherness in Europe and to reflect the consequences of this practice. The thesis is based on the theory of critical geopolitics which helps us to understand how the social construction of territory and identity works. The result of this thesis is to answer the following question: how was the otherness in Europe described by the British press during the days before the referendum and how was the result affected by this description?
Germany and Ukraine's Path to non-signing the Association Agreement

This thesis deals with German foreign policy on example of negotiations of Association Agreement between the EU and Ukraine in years 2007-2013. The purpose of this paper was to analyse German interests in these negotiations and to answer the question, if Germany acted more as a civilian or geoeconomic power. Moreover, I focused on the mistakes of German politicians during this process and how it could influence the negative outcome. Firstly, the thesis follows up main basis of German foreign policy and European Neighbourhood Policy, mainly Eastern Partnership, and the role of Germany in these. The main chapter studies chronologically the process of the treaty negotiations and focuses particularly on press releases and statements of key German politicians. These are compared with chosen criteria to assign the actions to one of the concepts. This thesis comes to a conclusion that Germany acted as a civilian power because it tried to multilateralize the relations, stressed the principles and values and avoided conflicts. Germany's mistake was that it did not pay enough attention to the negotiations and had no clear strategy for this area. With its passivity and lack of interest in Ukraine itself it contributed to the failure of the negotiations.
Influence of EU's foreign and neighbourhood policy on neighbouring countries: The Case of Moldova

This diploma thesis deals with the relations between European Union and Republic of Moldova. It presents the EU as a unique entity within European territory, which influences its neighbourhood through "soft power", i. e. through peaceful means. Although such means are not binding and legally enforceable, they have certain impact on countries concerned. The thesis aims at examining to what extent the Republic of Moldova is influenced by these means. A special attention is given to transmission of those values and norms, which are the most important for EU (democracy, rule of law, human rights protection, etc.). The issue is seen from a social constructivist perspective.
Promoting Czech Priorities in Eastern Partnership: Three Czech Presidencies

The thesis "Promoting Czech Priorities in Eastern Partnership" deals with Czech policy towards six states of Eastern Europe and Southern Caucasus during three presidencies: in Visegrad Group in years 2007/2008 and 2011/2012 and in the Council of EU in 2009. These periods were chosen, because Czech Republic had the biggest opportunity to influence the project in them. Based on the analysis of presidency programms and evaluation of agenda, the thesis tries to assess, if was Czech Republic successful in promoting its foreign policy priorities in the project during the presidencies. First chapters of the thesis are dedicated to history of Czech relations with the region of Eastern Europe and to description of Eastern Partnership project. The other three chapters are case studies of particular presidencies. After all, the thesis concludes, that despite the fact, that Czech Republic successfully included its priorities in presidency programms and agenda, it was not able to promote them on the EU level because of lack of political interest and experience.
