Impacts of a scrappage program: The case of the Czech Republic

In this thesis we are analyzing impacts of scrapping programs on production of per- sonal cars in the Czech Republic. The scrappage scheme was introduced in thirteen states of the European Union as a possible solution to decline of demand for new per- sonal cars in 2008 and 2009 as a consequence of economic crisis. The scrappage scheme has not been introduced in the Czech Republic, even though the law permitting this scheme has been passed. The first chapter introduces a scrapping scheme in gene- ral, compares advantages and disadvantages and connects a scrapping scheme with the automotive industry of the Czech Republic. Furthermore, the position of Czech producers on domestic and European market is studied in this chapter. The second chapter concerns scrapping schemes in particular states of the European Union. We analyze the change of deliveries of producers to customers in particular states using data provided by these producers. In the third chapter an econometric analysis is used to identify main determinants of the demand for new personal cars and these determinants are compared with results from previous studies. Analysis of automotive industry in the Czech Republic and the Slovak Republic during years 2005 through 2016 with consideration of intervention policy of scrapping program

The bachelor thesis analyzes automotive industry in the Czech Republic and the Slovak Republic in the period from 2005 to 2016. The economic crisis took place during this period and the Slovak government decided to react in 2009 with the introduction of scrapping program, however the scrapping program was never introduced in the Czech Republic. The aim of the thesis is to analyze sales of passenger cars in both countries in the period from 2005 to 2016. The thesis concludes that scrapping program in Slovakia in 2009 increased the demand for passenger cars, but in 2010 this demand decreased significantly. The thesis also concludes that the scrapping program has had a negative impact for domestic sales of passenger cars in the long run.

Přeshraniční dopady fiskálních politik

This study seeks to analyse and quantify cross-border effects of discretionary fiscal policies from two major points of view. The aggregate approach rests on the use of the structural vector autoregression model (SVAR) and its extension, the global vector autoregression model (GVAR). The discretionary fiscal impulse itself is then defined as a change in cyclically adjusted balance of the government sector, calculated at quarterly frequencies. This section is then complemented by a case study of a single measure: the German car scrapping scheme during 2009 and its effects on the Czech economy. It was found that cross-border effects of discretionary fiscal policies may be indeed present, in case certain conditions are met. Importantly, a fiscal impulse has to originate from a sufficiently large economy and there needs to be a tight trade linkage between examined countries. In most cases, cross-border effects have also been found of lesser magnitude than direct impacts of fiscal policies on the domestic country. Finally, as demonstrated on the German-Czech case, even a single fiscal measure can trigger substantial cross-border spillovers. It was estimated that this measure positively contributed to real GDP growth in 2009 in the Czech Republic by 0.44 pp.
The impact of scrappage programme on national budget of Slovak Republic

The aim of this bachelor thesis is to show how the scrappage programme influenced national budget of Slovak Republic. This program was introduced in Slovak Republic in 2009 in order to stimulate automobile industry. This thesis analyses monthly data from 2003 to 2013 and explains how the sales of new passenger cars were influenced by specific factors. Exogenous variables used in the model are dummy variable "scrappage", lagged GDP per capita, interest rate, average price of the long-term best-selling car Škoda Fabia and the price of fuel. Selection of the variables is mainly based on studies by Carlson (1978), Litzman, Kouba, Dušková (2012), Nawi et al. (2013), Carlson, Umble (1980) a Lam, Tam (2002). The effect of introducing scrappage on sales of cars in particular months is estimated by the econometric model. Based on the model it is quantified how the scrappage programme influenced the national budget. Estimated results suggest that total impact of the scrappage programme was negative for the national budget.
IMPACTS OVER THE BUSINESS CYCLE IN AUTOMOTIVE INDUSTRY IN THE CZECH REPUBLIC AND COMPARISON WITH THE DEVELOPMENT ABROAD IN THE YEARS 2003 - 2013

This thesis deals with influence of the economic cycle in the automotive industry in the Czech Republic in 2003 - 2014. It describes the basic economic theories of economic cycles. It analyzes the impact of the economy growth on the production of automobiles on overall production and also to individual automakers in the Czech Republic, particularly carmakers Škoda Auto, TPCA and Hyundai. It is compared with the situation of the Slovak Republic, Germany and the USA. It was also studied the impact of the economic cycle on the demand for new vehicles according to the number of first registrations of new cars. Also evaluated was the impact of "scrapping" on sales and production.
How long would it have to an old Skoda car to drive, that produced as many emissions as produced the production of new environmental car

This thesis covers primarily the detection of operating emission of an old Škoda Felicia car and the emission produced during the manufacturing of a new Toyota Prius, as the selected representative of an ecological car. The thesis also touches on hybrid technology in itself, the question of the greenness of hybrid cars, sphere of emission, but also related problems so called "scrapping" and its influence on environment and also current situation in automobile industry. The target of this study is calculation of operation time of an old Škoda Felicia during which the CO2 emission will reach the same amount of emission produced during manufacturing of a Toyota Prius. The objective is to point out incompetent and therefore not always serious comparison of cars greenness when only the operating CO2 is being compared. Other energy consumption and therefore also the greenhouse gases production is related with the car manufacturing, raw material extraction, petroleum processing and other economic sectors affected by production. Emission laboratory measurement executed by TÜV SÜD Czech discovered that the old Škoda produces 260m/km CO2 during its real running time. For the emission calculation was used an American model EIO-LCA created by Green Design Institute at Carnegie Mellon University that records ecological influence of car production, in stated amount, on all economy sectors. The outputs are quoted in CO2 equivalent. According to this model during manufacturing of 1 hybrid car 13.5 t of CO2e (equivalent CO2). is produced. Recalculation found out that the old Škoda Felicia could run for more than 5 years in order to produce as much emission as the manufacturing of new Toyota Prius third generation.

The objective of this Bachelor's thesis was to describe and analyze Scrapping bonus as political action against the world financial crisis. The thesis also describes the process of its implementation in the global political context and notes the positive and negative consequences of its application for the automotive industry, for the environment and for other affected sectors in Germany.
Advantages and disadvantages of scrapping premium

Abstract This bachelor thesis is going to be devoted to the establishment of scrapping in Germany which began in 2009 as a result of the global financial crisis. An introduction of the scrapping in Germany highly interferes to functioning of the market because of its strong car industry. The thesis is going to focus on an impact of scrapping in several areas such as an effect on the Gross domestic product, the car industry, the employment in the car industry and the financial development of the car factories Volkswagen and BMW. The crucial part of the thesis is the practical part which is going to work with an available data about the economics in the Federal Republic of Germany in years 2008 and 2009 (partially 2010) from the research of German Statistical office, appropriate ministry and further professional studies. The theoretical part of the thesis is going to be based on effectiveness of the state policy and the influence of long-term and short-term Economic Policy on economical situation. The thesis is going to marginally include an effect of lobbyism in politics which leads to an establishment of supportive moves in specific branches of industry at the expense of other branches. The purpose of my thesis is to try to determine if the introduction of scrapping is as a whole positive or negative event for society.
