My bachelor’s thesis „Security of the Prague Castle and its protection against fire“ concentrates just on a small part of complex problems of fire service. It concerns the methods of securing a historic building both from the point of view of a possible risk of fire and from the point of view of evacuating a large number of people from the whole Prague Castle compound.

Communication arrangement and IRS units management at an emergency

The subject matter of this bachelor thesis is collaboration and management of Integrated rescue service (IRS) units in interventions. At the beginning of the work the most important events from the 2004-8 period are listed. All these events were solved on the basis of the effective legislation and the valid instructions and code on communication between IRS units. The thesis focuses on finding an object suspected of containing hazardous biological agents or toxins. It deals with control of intervention and means of collaboration in an intervention so that it would become most efficient. The summary chapter analyses interventions of fire brigades in co-operation with the Police of the Czech Republic forces and the Health and rescue service units.

Decontamination of Persons at Medical Facilites during CBR Events

The aim of this work is the effort to bring new insight into the possibility of decontamination in healthcare facilities. In the first part are briefly explained keywords. The second part is a brief preview of the sarin attack in the Tokyo metro and the cooperation of Japanese rescue system in this event. It is followed by estimated procedure of integrated rescue system of the Czech Republic at the same event in the Czech Republic. Then is a proposal of some problems arising from improvised decontamination in the unequipped hospital and a proposal for the possible course of decontamination in a medical device.

Analysis of forces and means of Integrated Rescue System basic components, emergency scopes

The thesis deals with brief analysis of forces and appliances of Fire rescue service, Police and Emergency medical services. Operations concerning collaboration of IRS bodies in the emergency are also described. The author points out on fire technique, which is outdated and that need restoration. At the end of this work it is dealt with some advantages and disadvantages of using forces and appliances in present conditions including suggestions for improvement. A case study based on a true incident and involved attendance of IRS is presented in the appendix.

Communication with Media and Public at Emergencies

The bachelor’s thesis deals with communication with media and public at emergencies. The fundamental topic are the emergencies, their definitions, classification and the fact, that emergencies occur more frequently and attract public and media attention. Communication is the next presented topic as well as its classification, function and barriers to communicate effectively. Further part is devoted to general characteristics of media, its role in contemporary society and impact on the public. One part also pays attention to the media behaviour and journalistic ethics. The next part characterizes methods of population warning at emergencies, which are available for the government as well as the methods how media are informed at emergencies. Therefore state administration need experienced people having knowledge about emergencies, communication with the public and media, being able to present these problems adequately.

Importance of Emergency Phones for Crisis Management and Civil Protection

In order to gather relevant information, extensive literature search in domestic as well as foreign sources was carried out and quoted in the thesis presented. This bachelor thesis is dealing with emergency extension line significance both for crisis management and population protection. The topic is focused on mapping problems related to emergency lines within the Czech Republic territory, in particular telephone number 112. The thesis characterizes emergency calls structure, emergency call centers, their hierarchy, significance, qualification requirements for emergency call centers operators. The goal of thesis consists in the assessment of current situation within emergency calls system, efficient and reasonable use for saving human lives as well as protection of health, material and environment. The author was able to apply theoretical knowledge systematically while accomplishing practice period at a Brno 112 emergency call centre. The author was capable of verifying importance and function of emergency extensions while participating in the above mentioned specialized center activities. The bachelor thesis covers personal contribution to emergency call centers upgrading considering higher effect. The thesis presents unique chance to participate in controlled calls with emergency call centers operators resulting in gathering valuable information. The thesis also includes short population research targeted at knowledge and skills in order to get emergency call information needed.
