Economic indicators of sustainable urban development of medium-sized towns

The aim of the thesis is to analyse how to measure an economic pillar of sustainable urban development when it is understood in terms of qualitative city development. This principly means achieving economic prosperity which does not lead to damage of the city areas and decrease the quality of life for its residents. This approach requires the creation of an appropriate set of indicators that will cover qualitative aspects of sustainable economic development. The first section summarizes existing approaches to the definition of sustainable development and ways of measuring both on the Czech and the international level. There are also defined basic characteristics of the urban development which are appropriate to express a qualitative development of the city. The second part is focused on existing ways in which sustainable development is measured, i.e. especially in the context of indicator sets. These are under detailed assessment which aim is to show how useful is to measure the economic sustainability from the qualitative point of view. In this part, the limits of using economic macro aggregates (especially Gross Domestic Product) is emphasized because there are still regarded as one of the key economic indicators of sustainable development. In the next part the thesis deals with the definition of economic prosperity and focuses on the characteristics typical for short, medium and long term perspective. Measurement of sustainable urban development in the short term is based on assessment of financial situation. From the medium-term point of view, it is crucial to assess how the city handles its property, i.e. mainly buildings and land. These property components are substantial for a further direction of city development. In the next section are designed indicators aimed at measuring the ability of the city to maintain a skilled workforce which is one of the most important conditions of long-term economic prosperity. The final theoretical part of the thesis is focused on how the long-term sustainable urban development is to be expressed in an economic way through the assessment of investments in urban infrastructure and its operational efficiency. The designed set of indicators is verified on case studies of three medium-sized Czech cities.

Chceme-li prakticky zkoumat udržitelný rozvoj a na základě kvantifikovatelných kritérií hodnotit jeho naplňování v dané jednotce území (od lokální přes regionální úroveň až k úrovni celostátní), je nejvhodnějším způsobem definovat a vymezit k tomuto účelu určité ukazatele případně indikátory. Nedílnou součástí kritérií trvale udržitelného rozvoje regionů je ekonomický aspekt. Uvážíme-li současné právní postavení a situaci českých měst, je třeba při definici vhodných ekonomických ukazatelů vycházet z praxe finančního plánování sídel a nutnosti podněcování či redukce ekonomických aktivit v konkrétním území, ve vazbě na jeho limity, a to zejména sociální a environmentální. Cílem disertační práce je nalézt vhodné ukazatele ekonomického rozvoje, definovat jejich vzájemné vazby, hodnoty a proporce. Výchozím bodem při výzkumu těchto ukazatelů je jejich maximální vypovídací schopnost pro potřeby sledování rozvoje a výkonnosti (nejen ekonomické) jednotlivých území. V rámci své disertační práce chci proto maximálně vycházet z praktických poznatků a reálných problémů rozvoje českých měst.
Measurability of Economic Aspects of Sustainable Housing Development

This paper is aimed to research how economic mechanism influences location of urban functions and how to assess urban design projects. These projects are often influenced by economic interests of private investors. To economic growth quantifying the definition of appropriate indicators cluster into set is the best way. The indicator set may be used as a tool for assessment of a concrete urban design project. This assessment is based on a relationship between public need and economic interest of a private investor. As a supportive tool I consider the indicators which are focused on financial healthy of the cities and its ability to realize investments. These indicators are calculated based on financial results of some consecutive annual periods.

This paper is aimed to summarize main points how to measure a sustainable urban development with the use of economic indicators. At the time, no optimum how to gain sustainable urban development in urban practice has been defined. Furthermore, it is not obvious yet how the economic aspects of such urban development looks like and how to quantify or assess it from the economic point of view. Indeed, the economic pillar of sustainable development is an inseparable part of sustainable urban development and it is obvious that differences in life quality among Czech cities are significantly influenced by the quality of spending its limited financial sources to cover its development and operation. This paper should show the main obstacles which limit links between economic and urban indicators to become a tool how to measure a mutual impact of urban and economic part of city development.
