The effect of rainfall on voter turnout: Evidence from the Czech Republic

Existing research suggests that rainfall on election days has, at least under some circumstances, a significant negative effect on voter turnout. The purpose of this thesis is to assess whether this is also the case in the Czech Republic. The results support the hypothesis, with the preferred specification suggesting that one additional millimeter (mm) of precipitation on election day is associated with a drop in turnout rates of around 0.26 to 0.38 percentage points. We find that election type plays a key role in determining the effect of rainfall on voter's participation. For the elections to the Chamber of Deputies, we find evidence of an inverted U-shape relationship, consistent with the notion that small amounts of rain do not play a significant role in an important election, while heavy rain (around 6mm and more) decreases turnout with every additional mm of rain. For the elections to the European Parliament, which are generally perceived as less important, we find turnout to be negatively associated with even smaller amounts of rain: one additional mm of rain is associated with a 0.82 percentage point decrease in the turnout rate. Fiscal benefits and environmental costs of the corporate tax race to the bottom

The goal of this thesis is to compare the fiscal benefits and environmen- tal costs of inward foreign direct investment (FDI) gained through lowering the corporate tax. We achieve this by utilizing a dataset constructed from multiple sources, primarily World Bank, UN, and UNU WIDER. It encom- passes 223 countries and territories between 1990 and 2020. In the three-step model, we first explain the variation in FDI due to a change in the corpo- rate tax rate, later investigate the effect of the change of FDI on government corporate tax revenue, and finally, we examine the effect of FDI change on CO2 emissions. We then convert those to monetary terms using the social costs of carbon mechanics. The results show that although we have discovered a significant positive fiscal effect of corporate tax cut, we have failed to prove the existence of a causal relationship between FDI change and change in CO2 emissions per capita. Moreover, we did not find evidence of this relationship on any regional or development level. We verified the existence of a positive impact of corporate tax cut on incoming FDI. Tax avoidance by multinational corporations: evidence from new data

The CbCR data published based on OECD's Action 13 of the 2015 Final Report represents the best macroeconomic CbCR dataset today. This thesis analyzes its second year of published data (2017), calculates historical ETRs and builds on top of the semi-elasticity model of profits with specifications successfully estimated on the 2016 data, with the use of OLS models, WLS models, which enabled the retention of the maximum amount of data and the unique use of Country Level Premium as a predictor proved itself as a better predictor than the alternative GDP per capita. The estimated semi-elasticity from the best model is then used to calculate the amount of shifted profits. Misalignment of Profits and Economic Activity by Multinational Enterprises

This thesis analyses the profit shifting behaviour of U.S. multinational companies using panel data set over the period 1983 - 2015. The main objective of the thesis is to com- pute the extent of misalignment between reported profit and real economic activity and consequential revenue losses caused by profit shifting and to estimate the effect of tax rates on profit shifting behaviour. Using country-level aggregated data published by the Bureau of Economic Analysis I found a substantially increasing trend in the misaligned profit reaching 540 bn US$ in 2015 which is accompanied with tax revenue losses 190 bn US$ in missing profit countries. Majority of the misaligned profit is reported in a small number of jurisdictions with near zero tax rates such as Netherlands, Ireland and Luxem- bourg. Additionally, I found a significant negative effect of tax rate on misalignment in the recent years, however, only negligible effect at the beginning of the examined period. Results suggest that 1% increase in the statutory tax rate can cause 2.5% growth in the magnitude of misalignment. My findings are consistent with the existing literature. Ac- cording to the analysis it can be concluded that despite numerous attempts for prevention of profit shifting, it is becoming more serious problem than ever before.
Political Connections and Public Procurement: Evidence from the Czech Republic

According to the existing literature, political connections can add value to the connected firms. This thesis analyzes whether political connections created by donations to political parties affect the allocation of public funds through procurement spending in the Czech Republic. Using a novel dataset on all corporate political contributions made between 2006 and 2013, it focuses on the extreme change in control of the regional councils following the 2008 elections. We start by observing the general patterns of behavior of regional governments as contracting authorities which seem to support the potential of corruption. In the second part, we focus on the effects of donations to the two most powerful political parties in the regional councils during the examined period on regional public procurement outcomes. The applied econometric methods suggest that donating companies win public contracts of higher value compared to non-connected firms in times when their supported party is in power. Controlling for the size of the firms, the results remain significant and confirm the notion that larger companies win contracts of higher value than smaller firms. Powered by TCPDF (www.tcpdf.org)
Political Connections and Distortions on Public Procurement Markets: Evidence from the Czech Republic

Corporate political connections have been shown to induce preferential treatment towards connected firms. This thesis evaluates whether the effect of connections is reflected in the composition of public procurement suppliers in Czechia, using municipal procurement awarded between 2006 and 2020. In particular, we hypothesise that changes in municipal mayors affected the rate of new procurement suppliers following the elections in 2014 and 2018. The findings show that the rate of new suppliers increased significantly in municipalities that elected a new mayor in the 2014 elections; however, the effects appeared to be negative in 2018. We further hypothesise that these results can be driven by the major success of new political parties in 2014, with a large share of new politicians being elected to office. We specifically examine the case of ANO, the political movement that dominated both elections. We do not find robust evidence of a surge in new suppliers in municipalities where ANO was notably successful, suggesting that the effect was not driven only by this party and pointing to alternative explanations.
Beneficial ownership register and the allocation of public procurement

Public procurement is a sector vulnerable to fraud and corruption. Owing to a lack of transparency in both the procurement process and the project delivery process, corruption in public contracts is relatively frequent, as documented by existing literature. The Anti-money laundering directives (AMLD) are one of the most important instruments in the fight against corruption and money laundering in the European Union, including in the area of public procurement. This thesis investigates whether the implementation of the 4th AMLD to the legislation in Slovakia, and subsequent obligation to list beneficial owners of companies in the corresponding register, affected the allocation of public tenders to companies whose owners had previously been anonymous. We analyse available data on Slovak businesses that participated in public procurement between years 2014 and 2019 and focus on firms linked to high-secrecy jurisdictions which could benefit from anonymity of owners prior to the reform. We hypothesize that the reform negatively impacted the success of these businesses in public procurement auctions. Cryptocurrencies and financial secrecy

We study the short-term effect of the first global multilateral standard for automatic exchange of information (AEIO), the so-called Common Reporting Standard (CRS), on the volume of exchanges of money to cryptocurrencies. We hypothesize that following the introduction of information exchange between source countries and tax havens, the amount of money in the tax havens' cur- rencies exchanged to cryptocurrencies increases. Our results complement prior findings of the literature that deposits in tax havens decrease following AEIO. Through our model, we find that CRS induced a 40% increase, on average, in the volume exchanged to/from Bitcoin. Around the time of the introduction of CRS, volume exchanged to/from Bitcoin increased the most for currencies GBP, CHF, and USD. The Value of Political Connections: Evidence from the Czech Republic Miroslav Palanský Abstract This thesis estimates the value of political connections in the Czech Republic and it is divided into two parts. The first one explores the recently extended, most advanced publicly available data set on political party financing in the Czech Republic, covering the time period 1995-2015. We analyze basic patterns in party funding and their development over time. We focus primarily on private funding from both legal and natural persons. The data show that there exists substantial heterogeneity in the volume of private funding across parties and over time, but contributions from the government budget remain the most important source of income for all larger parties. We analyze the available data on donations and discuss several issues regarding the notion that donors may view contributions as investment, yielding possible profits in the future. In the second part, we use the data set of corporate donations to construct a proxy variable for political connections and to estimate the effect of being connected to a political party on the financial performance of such firms.
