Post-contractual behaviour in the procurement system

The purpose of this thesis is to analyse the post-contractual behaviour in the procurement system, which I investigated in a sample of contracting authorities at the level of local counties government as well as central government in the Czech Republic. This is the third and the last part of the tender process, which begins with the closing of the contract with the winner of a public tender. Basically, the post-contractual phase involves additional changes in contracts that can significantly change the character of the original agreement and subsequently the tendered price. The theoretical part of this thesis describes the procurement cycle based on effective legislation. The main part of this work deals with the collection and analysis of data regarding differences between the tendered and the final price, amendments to contracts and penalties applied. Analysis of the data was carried out based on descriptive statistics and graphical analysis. The result is the fact that the central government and local counties government behave very similarly after the contract. Very important factor in their behaviour is a type of performance and the number of candidates competing for the contract.
Analysis of procurement, evaluation and selection of public procurement below the threshold (case of the Czech Republic)

This thesis deals with public procurement and the influence of various aspects of the procurement procedure on the degree of competition and efficiency. The main aim of the thesis is to confirm the positive effect of competition and public procurement openness on the final price of the public procurement. This assumption was confirmed by regression analysis of a sufficiently representative sample of below-threshold procurement assigned in the first half of 2013 in the Czech Republic. At the end, the thesis defines certain weaknesses of the procurements.
Evaluation methods of government spending on healthcare in the context of life value

The Diploma thesis is focused on analysis of widespread theoretical and methodical techniques of government spending effectiveness evaluation. Emphasis is as well put on advantages and disadvantages clarification of particular methods, their mutual relations and on possible result interpretation error sources. In the theoretical part are suggested different modifications of traditional techniques, which extends usage abilities of those methods. Practical application is intentionally demonstrated on problematic healthcare area, since its controversy allows to better display different ways of real analytic tasks solving. The second chapter contains alternative evaluation approach suggestion in form of computer model of human life economic value estimation. Because of mutual synthesis of different methods, text provides to a reader a complex evaluation system with wide spectrum of usability.
Analysis of the electoral cycle and its impact on Czech Republic state budget revenues and expenditures of between years 1993 and 2013

The aim of this Bachelor Degree thesis is to analyze the influence of electoral cycle on development of state budget revenues and expenditures between years 1993 and 2013. The introduction deals with set up goals and the reasoning behind them. The theoretical part focuses mostly on theoretical knowledge and data used in the following practical part. This part deals with development of state budget expenditures and revenues, moreover evolution of state budget deficit and how electoral cycle affects it all. In the end of this work is confirmed or refuted the theory of electoral cycle.
Czech government budget policy in years 2008-2013

Diploma thesis deals with analysis of income and expenditure aspect of state budget, deficit and public debt during 2008-2013 period, following Global financial and economic crisis and its induced governmental countermeasures. It then explains Goal oriented budgeting implementation process into Ministry of defense for the same period. The first chapter is dedicated to explaining theoretical background of budgeting process and enumeration of basic budgeting methods. The second part deals with state budget, concrete income and expense analysis including state deficit and public debt. The last chapter describes Goal oriented budgeting implementation process into Ministry of defense and evaluation of its basic problems. The conclusion of the thesis combines the acquired knowledge and sets conclusions and recommendations.
Analysis of procurement, evaluation and selection of public procurement below the threshold

The theme of this diploma thesis are public procurement below - threshold to delivery. The aim of the work is to evaluate the relation between openess of competition and savings of public sources. The openess of competition is measured in quantity of tenders, savings is established at the price differention, which is defined as ratio of final to original price of order. A data file containt 882 orders was good base for regress analysis, which proved the negative relation between quantity of tenders and the price differention. With every additional tender is savings of public sources higher. In the end of the thesis is assessed the analysis and according to that is there a suggestion.
Impact of the financial crisis on selected segments of the Czech economy and the state budget

This thesis deals with the problems of the global financial crisis and its impact on the Czech Republic since 2007 with a more specific focus on the period 2011 - 2013. The first part focuses on the definition of the financial crisis, to analyze its cause and also to the effects of crisis on the global economy and world financial markets. In the second part of the study evaluated the effects of crisis on the real economy of the Czech Republic in terms of selected indicators. The third part is devoted to expressions of crisis in the income and expenditure of the state budget, the budget deficit and government debt and the effect of crisis for the fulfillment of the Maastricht convergence criteria. The conclusion is devoted econometric modeling, which aims to prove the hypothesis that the work analyzes the selected indicators have influenced the development of indicators of ratio of government debt to the GDP and the proportion of public deficit to GDP in the period.
Analysis of the impacts of the financial crisis on the state budget of the Czech Republic (2008 - 2013)

This thesis deals with the effects of the financial crisis on the state budget of the Czech Republic in 2008 - 2013. The main objective of this thesis is to analyze the impact of the financial crisis on revenues, expenditures and budget deficit and public debt of the Czech Republic within the selected period, in the context of measures taken by the government. The theoretical part of the thesis includes the definition of "financial crisis", the main causes of the global financial crisis, including the mechanism by which the crisis has grown into a global extent. The practical part of the thesis deals with the analysis of the impact of the financial crisis on the state budget of the Czech Republic in 2008 - 2013. In conclusion, problem areas are identified and the recommendations are formulated.
Analysis of the impact of openness of public tender to its final price

The aim of this diploma thesis is to analyze the impact of openness (competition) to the final price of public tender. The openness is presented by a number of bids offered to a tender and is compared to the level of savings, i.e. ratio of final and assumed value of the tender. The analysis is done on a data set of tenders of works published in the year 2013, which contain 5065 tenders. Based on correlation and regression analysis, the impact of openness was confirmed, concretely each additional bid decrease final price of tender by 2,36 percent. Recommendations for changes of the tender handling are stated at the end of the thesis.
The Influence of the State Debt on defense spending in Selected NATO States

The defense spending plays a significant role in the decision-making process of setting up a defense policy. The economy of a state, its performance and development rank among the main factors that influence the size of this public expenditure. At a time of economic stagnation in the Western European countries, the ongoing public debt crisis affects to a ever growing extent all areas of public spending, including the defense. This work aims to contribute to the current knowledge in the field of defense economy and public finance by investigating the influence of the state debt on defense spending. The first part of the work is dedicated to defining the economy of defense and providing a brief summary of its historical development, followed by a discussion of defense as a pure public good. This chapter analyzes the issue of public debt and explains how the major schools of economic theory approach this problem. The second part outlines the previous research in the field of defense spending and debt, their development and the potential relationship with macroeconomic variables. The third chapter presents and discusses the results of empirical research that is based on the theoretical assumptions and models introduced in the first two chapters. The analysis was performed on time series from the period of 1978 to 2011 (34 years) for seven NATO member states: Belgium, Denmark, France, Italy, Netherlands, UK and USA. The empirical analysis was performed by the statistical methods of regression and panel regression. The primary hypothesis on the existence of a relationship between the public debt and defense spending was confirmed and the partial hypothesis that this relationship is negative was refuted.
