The Search for the Boundary of Adulthood in a Life-Cycle Perspective

Tato diplomová práce se soustředí na téma přechodu z vysoké školy na trh práce, které je spojené s nabytím plné dospělosti. Nabytí plné dospělosti je dále provázeno překročením dalších tradičních milníků, jakými jsou osamostatnění se od rodiny, a to jak po finanční, tak po residenční stránce. Dále vstup do manželství a rodičovství. Důležité jsou také proměny vnitřního vnímání životní role. Práce je postavena na teorii životního cyklu, jelikož se zabývá fázemi lidského života a dále na Arnettově (2000) teorii vynořující se dospělosti, která předpokládá vznik nové životní fáze mezi adolescencí a dospělostí. Za účelem sběru výzkumných dat bylo uskutečněno 22 rozhovorů s 11 magisterskými studenty v posledním ročníku studia. Rozhovory se konaly ve dvou fázích, jedna před tím, než respondenti ukončili studium a druhá s odstupem asi 9 měsíců. Cílem bylo zjistit, jak respondenti vnímají svou životní roli, co pro ně znamená dospělost a jaké problémy provází překračování milníků tradičně spojovaných s nabytím dospělosti. Respondenti souzněli s konceptem vynořující se dospělosti a úplná dospělost pro ně znamenala zejména přijmout plnou zodpovědnost. Tradiční milníky vnímaly také jako relevantní, vstup do manželství a rodičovství nevnímali jako zásadní pro nabytí dospělosti, ale jako její finální fázi....
The introduction of bilingual local names as a public policy process (case study)

This diploma thesis examines the public political process for the implementation of local bilingual names while focusing on the enforcement of this law for citizens with Polish nationality in the Těšin Region. The main objective is to explain why this policy was or was not changed, what the reasons were for the non-conformity of the policy objectives with the results and to discover the actual failures in the implementation process, where as a consequence, in some villages the right of the minority to use local bilingual names was not fulfilled or was beset with problems in some villages. The subject of the investigation of both the legal and the institutional aspect of the problem focuses on the participating subjects, where one of the main roles of the committee for national minorities on the board of the municipal representatives was the requirement to implement local bilingual names. The guidelines for understanding the tools, procedures and relations used were the initial theoretical points related to the institutions and their changes, the implementation process (top-down and bottom-up approaches), initial theoretical points explaining the responsibilities of the participating subjects and not the intended consequences of their actions and those of others. The research design is a case study.
Impact of the Openness of Public Tenders and Traceability of the Beneficial Owner on the Price of Public Procurement

The aim of this thesis is to analyse factors that contributes to public procurement overpricing in the Czech Republic. The paper combines use of quantitative and qualitative research methods. Existence of competition effect is proved, thus increase of competitors in selection procedure causes that final price decreases. Non-transparent suppliers in terms of traceability of beneficial owner is detected as next factor that contributes to overpricing. Also some types of contracts are showed as more problematic than others. Results of qualitative part of the research reveal other causes of overpricing, such as corruption, weak institutional environment or behaviour of public authorities. Public policy recommendations are presented at the end of the paper in order to improve current state of affairs.
E-governemnt in the Czech Republic in comparison with the UK and Estonia

E-government in the Czech Republic in comparison with the United Kingdom and Estonia Diploma thesis Jiří Schneider Abstract The present thesis examines the reasons the Czech Republic is not a leader in e- government. In a comparative analysis of public policies concerning e-government in the Czech Republic, the United Kingdom, and Estonia it investigates the causes of the differences in development and possible ways of changing policies so that the Czech Republic could achieve better results. Following an extensive review of theories about the relationship between information and communications technologies and government, it looks at the development of institutional structures of e-government, the related strategies and legislation as well as measures taken, projects implemented, and results achieved. The key finding of the analysis is that by contrast with the countries compared the Czech Republic has experienced a long-term lack of political will to support e-government resulting in inconsistent strategic governance in this area. Unless this primary prerequisite for successful e-government is met, the search for other possibilities for improvement in the differences among the countries compared is pointless.
Use traditions in spending free time activities of childrens in Chodsko

Main theme of thesis describes spending free time activities of children in Chodsko. The first part is dedicated to the free time activity issue in global. Defines basic terms of spare time pedagogy, shows the importance and functions of hobby activities and out of school education in school youth life. Further mentions the effect of ontogenetic process on children's interests development dutiny free time activities. The next part describes issue of folk traditions and its usage in education and deals with system of children folklore and raising to folk traditions. The largest part of the document deals with free time activities of children in Chodsko including children ethnic company history in this region as well as current situation in such a location. It inscribes habits and manners children in Chodsko keep and also other free time activities. The document includes brief research of apprehensions of issue in form of parts of interviews with people born in Chodsko and continuing with folk traditions. Part of this bachelor theses is a picture appendix as well, clearly describes contents and findings described in text part.
Analysis of Strategic Management and Planning at the Central Level of Public Administration in the Czech Republic: MoRD and MoI

This diploma thesis deals with the topic of strategic management and planning at the central level of public administration of the Czech Republic, where the dominant attention is paid to two ministries, namely the Ministry of Regional Development and the Ministry of the Interior. The main aim of the thesis is to identify the current condition of strategic management and planning of both chosen ministries, based on secondary data analysis and semi-structured interviews with ministerial officials and public administration experts. The focal point of the research is concentrated on the analysis of the capacity (availability) of these ministries in the field of development and strengthening of strategic management and planning in public administration. Attention is also paid to specific obstacles to the performance of strategic activity of both ministries. For this purpose, is conducted a qualitative analysis, which in this context gradually focuses on both examined cases. Based on the findings and analysis of the current situation, the partial intention of the diploma thesis is dedicated to theoretical and practical recommendations and assumptions concerning the strategic governance of the Czech Republic.
Poor age - Growing over-indebtedness of persons in advanced age

Western countries are facing an increasing poverty among seniors related to the demographic revolution and lengthening of life span. The so-called over-indebtedness is one of the "modern" causes and also consequences of poverty. This thesis discusses the relationship between over-indebtedness and poverty with emphasis on senior population (65+). An empiric analysis is employed to explore causes and consequences of over-indebtedness. The increasing over-indebtedness is already being targeted by public policies, however their effectiveness is low. Sufficient material and personal resources are lacking as well as not being optimally utilized. There is only limited cooperation between civil and public-law sectors. Communication with the private sector in a way of common goal setting is also deficient. In a fierce market-driven economy, elderly people become a weak link and find themselves in situations conflicting with morals, human and civil rights, and adequate quality of life in a modern society. This state of affairs threatens social integrity and demands a solution. Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.
