The making of the strategic and conceptual documents on the level of Czech ministries (with the focus on the Ministry of the Interior and the Ministry of Defence)

Marie-Anna Bitnerová VERASP, FSV UK Abstract The diploma thesis deals with strategic planning at the level of ministries of the Czech Republic (with a focus on the Ministry of the Interior and the Ministry of Defence). It focuses on the creation of strategic and conceptual documents at the state level and thus describes the process through the lens of the theoretical framework of the Multiple streams framework. The research was carried out on the basis of in-depth interviews with nine employees of the Ministry of the Interior and the Ministry of Defence (who actively or passively participated in the creation of the documents), two experts in strategic planning and one respondent from the Fire Rescue Service in Prague, who is responsible for the agenda. The thesis analyses and then explains the creation of the materials from the initial idea of creation to the final acceptance, implementation, and evaluation. It also focuses on the individual variables that enter the process - time pressure, conflict of interest, the influence of political elections, politicization, etc., and on the actors involved who play a crucial role in the process (officials and their superiors, elected politicians including the government, and experts). Symptoms of Failures Inside the State Administration of the Czech Republic: Case Study of the New Green Savings Subsidy Program

This thesis investigates the mode of operation and indications of failures of the State Environmental Fund of the Czech Republic (SEFCR) and the subsidy program New Green Savings (NGS). The research question is motivated by the author's personal experience with the state and operation of the public administration. This thesis is a case study built upon the experience of the author and statements from witnesses, using the qualitative research method of process tracing. The author is a project manager who worked at SEFCR for almost 7 years and is thoroughly familiar with the work environment. The thesis identifies problem areas and symptoms of failures and clarifies operation mechanisms of SEFCR and the NGS program. Moreover, the thesis details how and why a loyal state employee becomes a "troublemaker" and "whistleblower", and further points out possible consequences and impacts of the defective system. Abolition of Super-Gross Wage in the Czech Republic through the lens of the Multiple Streams Framework

In general, the changes in the area of taxation do not represent anything exceptional. But sometimes a change comes along that leaves a more significant mark on people's minds as the super-gross wage did. It came into being in 2008, as part of the reform of public finance of that time. Despite numerous attempts and efforts to cancel it, it lasted for 13 years. It was finally cancelled at the end of 2020 amid the COVID-19 epidemic. The final thesis, therefore, focuses on its definitive abolition. The aim of the diploma thesis is to examine the abolition of super-gross wage from the point of view of public policy and to understand the process of the abolition of super-gross wage in the Czech Republic with regard to both the policy stage of agenda setting and the policy stage of decision making. The thesis looks at the research problem through the lens of the multiple streams framework. It is conceived as a qualitative case study, where the data represent media outputs that are analysed using thematic analysis.
Green public procurement in Slovak republic: current state and perspectives

The aim of the thesis is to examine the current state of green public procurement in the Slovak Republic, with increased attention paid to the role of administrative workers in procurement processes and their approach to the issue of green public procurement. The research is based on the theoretical basis of similar research focused on green procurement in the Czech Republic, Stewardship and administrative capacity in green public procurement in the Czech Republic. (Plaček et al. 2021) Based on data collected from 498 public procurers, the research shows a relatively low experience of administrative workers with the use of green tools in procurement processes, despite their agreement with the social usefulness of the GPP. The data analysis revealed significant differences between public procurement agencies from municipalities of different sizes, implying the presence of consequences of extensively decentralized public administration. In general, public contracting authorities from larger municipalities show a more favorable tendency to use GPP and a willingness to undergo a trade-off between using tools of GPP and an increased price of the contract or the risk of involvement of supervisory authority in the procuring process. The thesis proposes recommendations for public policy.
Structural limits of the support system of employment for people with disabilities

The thesis focuses on what are the structural limits of the system of support for employment of persons with disabilities. To answer the research question, great attention is first devoted to getting acquainted with individual actors in this issue. This substantial part of the thesis is followed by a presentation of the theoretical anchor of the thesis, which is New public management and game theory. Subsequently, the thesis presents a wide range of data on which it is based. A significant part of these data are purposefully collected primary data, the analysis of which provides a unique insight into the labour market for persons with disabilities. The benefit of the thesis also lies in the combination of a large number of other data sources, which are collected in the Czech Republic, but whose summary interpretation has so far been lacking. Individual analytical parts of the thesis then answer the research sub-questions. In the final discussion, the results reflect the theoretical bases used. The main conclusion of the thesis is that the current system setting puts obstacles for a wider level of integration of people with disabilities into the labour market. Disinformation and the covid-19 pandemic as a public policy issue

This bachelor thesis deals with the current political problem posed by disinformation occurring during the pandemic of the new covid-19 disease. The thesis is theoretical, describes the current state of knowledge, and proposes possible directions of public policies based on the observed information. This recent and alarming phenomenon is associated with potential danger to public health and thus makes the subject of the thesis relevant. An unusual event such as a pandemic provides a fertile ground for the spread of disinformation and conspiracy. The public space is overwhelmed by information and, at the same time, with emotions such as fear and uncertainty caused by the pandemic. The main finding is the continuation of pro-Kremlin and Chinese interventions in the form of anti-Western disinformation narratives. Those undermine citizens' trust in public institutions and the government, where trust is related to susceptibility to disinformation. Fact-checking positively impacts disinformation, but it has no chance of keeping up with the vast amount of information that emerges during a pandemic of a new disease. Summative evaluation of the Act on protection of health from harmful effects of addictive substances with emphasis on use of tobacco products

This diploma thesis focuses on the evaluation of Act No. 65/2017 Coll., The Act on the protection of health from the harmful effects of addictive substances with emphasis on use of tobacco products. The evaluation of this Act was approached on the basis of the principles of summative evaluation, which focused on the impacts of the health protection Act and on the fulfilment of its set objectives. Apart from evaluations, the theoretical and factual basis of the work includes mainly tobacco control in the Czech Republic. The practical part of this thesis is based on quantitative research that uses secondary data. This research was subsequently supplemented by information from semi-structured expert interviews. The analysis is focused on the evaluation of a total of fifteen indicators, which represent areas on which the adoption of the examined law may have had some impact. These indicators mainly concern the area of smoking and health, but also the tobacco industry, hospitality, and the state budget. The evaluation of the indicators is based on a comparison of two time series, while one of them shows the real situation and the other extrapolates the situation without the adoption of the examined law. Policies of the Prague districts to indebted households at risk of loss of housing and their implementation

This thesis analyses local housing policies in connection with over-indebted households and households at risk of over-indebtedness and loss of housing. The design of housing policies and the perception of these households by selected districts of Prague will be studied through the analytical framework of responsibilisation. Detailed examination of approaches towards dealing with rent arrears is used to analyse the assigning of responsibility for housing situations caused by rent arrears to various actors in the districts. Shifting of responsibility for the situation and its solution is profoundly manifested in connection with rent arrears. Responsibility is shifted primarily on the households, although the districts attribute varying degrees of responsibility for solving housing situations caused by rent arrears also to themselves. Structural causes of debt are absent in the approaches of districts to rent arrears, which for authors using the responsibilisation concept is a feature of advanced liberal societies.
