Media Image of Apprentice Education

The aim of my bachelor thesis is to describe the media image of the apprentice education in Czech Republic between years 2005 and 2018. I will describe what was contained in newspaper articles related to the topic in chosen years. First of all I will look up and sort out related articles. Then I will analyse how the apprentice education is presented in major newspaper media. Chosen method of analysing is frame analysis with which one I will be able to qualitatively examine the content of the media image. I will find out context, coherence, impression and results of those articles. Main purpose is an identification of frameworks occurring in the given issue and their sponsors. I will also find out main problems of each framework, their causes and suggested or implied solving of problems in apprentice education.
Role of street-level bureaucracy in the process of implementation of inclusive education with a focus on school counseling staff

This diploma thesis concerns the topic of inclusive education in the Czech Republic with a focus on school counseling staff as the main representatives of street-level bureaucracy in the process of inclusive education. The general aim of this study is to examine the situation after the implementation of the Amendment No. 82/2015 Coll. of the Education Act from the point of view of school counseling staff. Moreover, the study also examines whether the current position of street-level bureaucracy in the inclusive education process is well-set and whether the current system settings meet the needs of the recipients of service. The objectives are fulfilled via qualitative research, particularly eight semi- structured interviews with school counseling staff and two semi-structured interviews with NGO representatives, and analysis of relevant public policy documents. Based on the qualitative research among these respondents, it concludes that the work concluded that there is scope for improvement in many ways in the current form of inclusive education in the Czech Republic, especially in staffing, financial support and mutual communication and cooperation among the actors involved.
The Coordinator of Inclusive Education at Primary School

The following bachelor thesis deals with a topic of the coordinators of inclusive education at primary schools. The coordinator of inclusion is a specialized member of school's staff whose duties are to help the school to cope with the inclusive education successfully. The position of the coordinator assumes that teachers and other school's staff do not know how to deal with educational inclusive elements they are supposed to follow and carry out. The coordinators might help the school to establish a pro-inclusive environment where all the actors know how to educate the children with the special educational needs. The coordinator of inclusion is not legislatively enshrined so the school has to decide whether the position of the coordinator will be established there. The thesis uses the semi-structured interviews with a member of the teaching staff, with a school principal or his/her deputy head, and with the coordinator. The interviews will be analysed using the thematic analysis. I will focus on describing the particular duties of the coordinators, then on the perceptions of the teachers and principals to the coordinators and their mutual interactions. The bachelor's thesis focuses on school clubs and their educators. In addition to the characteristics of this institution, the thesis also includes the view of educators on their profession and their role of children education. There are also identified problems, that educators face in their profession. The thesis deals with the concept of street-level bureaucracy and career self-concept.
Implementation of Simplified Projects of National Operational Programmes 2014-2020 in Relation to Children with Different Mother Tongue in Primary Schools in Prague

The diploma thesis deals with the terms and conditions of specific calls for proposals of national operational programmes 2014-2020, aimed at children with different mother tongue, and implementation of simplified projects in selected primary schools in Prague. The thesis describes relevant grant opportunities and, based on a research survey, evaluates their conditions and implementation process. From the methodological point of view, a qualitative approach and design of a case study are employed. The thesis also points out the relation of street-level bureaucrats to applicants/beneficiaries and explains the reasons why eligible applicants do not request support through simplified projects. In order to accomplish the set research goals and questions, in-depth interviews were conducted with primary school principals, administrators of the considered operational programmes, a representative of the municipal district, and an expert on subsidies for schools. Compulsory preschool education in the Czech Republic - success or failure?

The diploma thesis "Compulsory Pre-school Education in the Czech Republic - Success or Failure?" deals with the pre-school education and educational inequality in the Czech Republic, mainly among children before entering first classes. The aim of the thesis is to describe the change that occurred with the implementation of compulsory pre-school attendance in the Czech Republic. Furthermore the aim of the thesis is to find out whether the amendment to the Act No. 178/2016 Coll. was implemented in accordance with the goals set by legislators, and to determine whether the political program was successful or failed - for this purpose the McConnell's typology of political success is used. In the following part, on the basis of interviews with educational policy actors, there are described the attitudes of various educational policy actors in the selected municipality. The analysis reveals problematic areas and benefits of compulsory pre-school education in the Czech Republic. By assessing five criteria of McConnell's typology, the controversial success of the political program - the Conflicted Program Succeess - is identified. Teachers as actors of education policy: A conceptualization of actors in public policy and an application of selected approaches on the example of teachers

The doctoral thesis has primarily a theoretical character and outcomes. The focus of interest is formed by a detailed investigation of the actor concept in key theoretical approaches to contemporary public policy; the results are subsequently applied on the example of education policy, particularly on teachers as a specific actor category. The goals of this thesis are: 1) to describe how the words "actor", "agent" and "stakeholder" (which all translate as "aktér" in the Czech language) are used in public policy articles; 2) to introduce and compare selected public policy approaches working with actors; 3) to model how these approaches are used in the case of teachers (as actors) and the policy of tracking; 4) to create a comprehensive conceptual framework for the public policy research on actors. The analytical part of the doctoral thesis is based on a summative content analysis of public policy texts published in four extensive handbooks of public policy.
Policy of Inclusive Education: Result of Advocacy Coaltitions?

The topic of this diploma thesis is the development of the policy of inclusive education in the Czech Republic from the 1990s to 2018. Its objective is to describe this development and at least partially clarify the reasons for the controversy created by this policy and the increase in the public interest about this topic after the amendment of the education law in 2015. Using the process tracing method, it is testing if these reasons can be described by the theory of the advocacy coalition framework. The work finds out that considering the set hypotheses the explanation using this theory cannot be disproved. During this testing, main actors are identified and divided into advocacy coalitions. Therefore, an overview of the theory of advocacy coalition framework is included in this work, set in the context of the inclusive education policy, together with a quantitative media analysis looking at the number of relevant articles in the three most-read newspapers, a description of the interviews with the involved actors and an extensive qualitative analysis of available resources. In the last part of this work, there is an attempt to suggest measures that could at least partially calm down the discussion about the current inclusive education policy.
