Constitutional and Legal Aspects of the Development of the Party System in Chzechoslovakia after 1989
Nosek, Jakub ; Švec, Kamil (advisor) ; Marková, Klára (referee)
This bachelor thesis is focused on democratic transition and forming of pluralist political system at the federal level of Czechoslovak federal state which took its start during so called velvet revolution in November 1989 and meant rejection of previous not competitive model of one party rule which did not accepted real opposition and have only tolerated satellite political parties to Communist party of Czechoslovakia, that did not opposed its monopolist model of government. After fell of the communist regime gradually emerged and crystalized a pluralist party system. First part of this thesis is focused on theory of democratic transition and consolidation subsequently there is space dedicated to the theory of political parties and party systems. Second part is single case study dedicated to description of the Czechoslovak transition with regard to theoretical concepts of the theory of democratic transition and consolidation and through content analysis of relevant laws and constitutional laws are observed emergence and subsequent forming of pluralist party system at the federal level of the Czechoslovak Federative Republic. The Union of democratic forces in comparison with the Civic forum in the years 1989-1992
Pospíchalová, Anežka ; Perottino, Michel (advisor) ; Marková, Klára (referee)
The topic of this study is the formation and activity of Union of Democratic Forces in Bulgaria between 1989 and 1992 in comparison with the Civic Forum during the same time period. UDF was established in December 1989 as a reaction to weakening of the communist regime and dissatisfaction of the general public with the regime. Both political movements successfully became the main actors of roundtable negotiations with the representatives of regimes and as a result the movements had the chance to form the new democratic arrangements, especially pluralistic party systems. Meanwhile Civic Forum had a strong position during the roundtable negotiations thanks to the public support, Union of Democratic Forces had harder position because of strong popularity of Bulgarian Communist Party and insufficient internal organization. The differences in formation and development of both movements caused very different results - CF was able to participate in the governance of Czechoslovakia within months of its own estabilishment, UDF, on the other hand, formed a minority government almost two years after the formation of movement. Developlment and extinction of CF was much faster compared to UDF which slowly became marginalized after 2002. Both movements had large influence on party systems of newly-formed...

Analysis of discussion about modifying the powers of the President of the Czech Republic from the perspective of the constitutional amendments and the implementation of direct presidential elections
Koudelová, Barbora ; Švec, Kamil (advisor) ; Marková, Klára (referee)
The aim of this paper is to analyze the debate over constitutional amendments regarding the role of the Czech president between 1992 and 2015. The analysis is based on legislative proposals affecting the presidential powers. Majority of the proposed changes was decreasing or clarifying the role of the president, the proposals that would enhance the impact of the president were few. Besides the introduction of direct presidential elections only minor amendments were adopted and the role of the Czech president thus remained unchanged.
The effect of mode of transition to democracy on the form of the institutional systems in the selected post-communist countries
Marková, Klára ; Mlejnek, Josef (advisor) ; Lebeda, Tomáš (referee)
Diploma thesis "The effect of mode of transition to democracy on the form of the institutional systems in the selected post-communist countries "analyze the effect of factors, which determine the selection of political and electoral systems during the process of transition to democracy in the set of five post-communist countries in the Central and Easter Europe - Poland, Hungary, Czechoslovakia, Lithuania and Romania. The theoretical part of the thesis is based both of the theories of transition by Samuel Huntigtona, Terry Lynn Karl and Philippe C. Schmitter, Adam Przeworski and also the theoretical approaches on the factors which determine formation of new institutional system in the new democraties by Robert Elgie, Jan Zielonka, Arend Lijphart, Klaus von Beyme, Jon Elster, Claus Offe, Herbert Kitschelt, Kenneth Benoit and John T.Ishiyama. The thesis tries to evaluate which factors like mode of transition, historical tradition, foreign inspiration and the interests of actors influence most the formation of new institutional frame in each of the five selected countries and tries to make general conclusion.
Efficiency evaluation models and their applications
MARKOVÁ, Klára
Thesis themed "Efficiency evaluation models and their applications" deals with mathematical models for the efficiency evaluation of comparable production units and targets the utilization of Data Envelopment Analysis (DEA) for this purpose. The thesis aims first to describe DEA models and mention possibilities of their application and then to practise the theoretical knowledge by using proper software in a factual instance. To reach this aim the thesis is composed of two parts {--} theoretical abstract and practical application. The abstract contains basic theory of DEA: fundamental principles, input data and results and description of primary, alternate and modified models. A summary of software applications that can evaluate efficiency using DEA follows. The abstract is closed with some real examples of DEA applications in practice. The second part of the thesis arose from cooperation with a fire department of a factual region of the Czech Republic. The efficiency of its 16 fire stations is compared by using a proper DEA model. A number of actions (output) and a number of employees, a level of fire equipment and an inside area (inputs) are established for each fire station on the strength of the fire department{\crq}s statistics, databases and estimations. The efficiency calculation is performed through the use of the Frontier Analyst Professional, software application specially made for the DEA analysis. Regarding the outputs uncontrollable character an input-oriented DEA model is chosen for the calculation of the fire stations efficiency. A result of the DEA efficiency analysis consists in separating the effective and ineffective fire stations of the surveyed fire department. The potential improvement (inputs decrease), necessary to reach the maximal efficiency, is proposed to each ineffective fire station. This suggestion is further adapted with respect to the real feasibility and the Czech legislative order. The practical part of the thesis is concluded with appreciation to what degree the stated targets were reached and to what degree the application of the DEA method to comparing the factual fire stations efficiency was rewarding.
Change from tax evidence into accounting (double-entry)
MARKOVÁ, Klára
The bachelor work deals ``Change from tax evidence into accounting (double entry){\crqq}. It{\crq}s divided into a theoretical part and a practical part. The theoretical part describes the legislation conditioning the duty to change from tax evidence into accounting and describes the process of this change. The theoretical part draws from the valid legislation, from the publications and articles themed the change from tax evidence into accounting and also draws from the on-line resources. The goal of the practical part is to apply the theoretical finding to the change from tax evidence into accounting of a concrete businessman, who is obligated to change into accounting on the date 1/1/2006. The practical part targets transferring businessman{\crq}s items of assets and liabilities from tax evidence into accounting. In the following the tax incidence is analysed. The result of this analysis presents a businessman{\crq}s decision how to take measure of the change from tax evidence into accounting in term of income tax and insurance payments (social security and general health insurance).
