The Role of the Czech Republic in the European Environmental Policy Making

Following its entry into EU; the Czech Republic was involved in decision - making process at the European level. In order to be integrated effectively, there were adopted institutional changes and established a coordination procedure for the purpose of national position approvals regarding European legislative acts under discussion. With regards to the Czech Republic's involvement into EU environmental policymaking process the main question raises, i.e. the effectiveness of the Czech Republic in the European environmental policy-making process. Respectively how the Czech Republic is effective in the enforcement of national interests at the European level The Czech Republic has developed a coordination procedure specifically targeting its efficiency throughout the whole process of the Council preparation. The main benefit is observed in the preparation of the national positions at different formations of the Council of the European Union, i.e. in the framework from working groups meetings, through Permanent Representatives Committee to the final adoption at the regular Ministers meetings. However this approach is driven mostly by the agenda of the EU and its development within the EU decision-making process.

Regulatory instruments of cycloturism in specially protected areas

Cyclotourism is one of the most popular recreational activities nowadays, and specially protected areas are often chosen as a preferred destination. This thesis covers the issues that can arise from excessive tourist use of the area, or by not complying with the rules set by the law, or by an administration of the protected area. Cyclotourism has a considerate impact on the environment. The most affected components are vegetation, soil, aquatic ecosystems, and animals located near trails. Regulatory instruments of cyclotourism in specially protected areas are analysed and compared in this thesis. This analysis has covered four European countries, the Czech Republic, Slovakia, Germany, and Austria. The lowest level of restrictions was found to be present in the Czech Republic, the highest on the other hand in Austria. The degradation of the environment caused by cyclotourism is examined in the practical section of this thesis. On cycling routes in 9 specially protected areas, segments were randomly selected for sensitivity assessment... Indicators of sensitivity were: presence of a water body, forest, tourist attraction, elevation change level, and geological subsoil. Segments with increased sensitivity were visited and evaluated. The Role of the Federal Republic of Germany in the Development of EU Environmental Policy

The influence of the Federal Republic of Germany in development of the European Union environmental policy is dealing with promoting of German environmental policy within the European Union in a broad context with the focus on EU institutions and national political system. The German approach to environmental policy is shaped by strategy of European countries that are influencing EU environmental policy. That chosen strategies were developed by Liefferink and Andersen. The stress is put on the analysis of embedding of environmental policy within political system, institutions and within various actors. Part of the research is climatic policy denominated as a main topic of environmental policy of the last days. Civil associations participation in governing relevant to environment protection

This thesis deals with participation of non-governmental organizations in environmental decision-making and grounds this phenomenon in legal framework of public participation in the international, communitarian and Czech scale and more broadly in the context of democracy and the role civil society in it. On the basis of legal regulations of NGOs participation in the Water Act and in Law on Integrated Prevention and the actual functioning of administrative proceedings brought under these laws, examines the implementation of requirements resulting from Aarhus Convention, especifically its Article 6, in the Czech legislation and practice. The thesis also asks for the causes of inconsistencies between the requirements of the Aarhus Convention and the real course of administrative proceedings, and examines critically the democratic decision-making processes.

Lobbying of Czech environmental NGOs in the EU legislature

The aim of my thesis was to find out, if the Czech NGOs are interested in European legislative and if they try to influence it through lobbying. The hypothesis was that the environmental non-governmental sector is very strong and reactive and because Czech Republic joint the European Union two years ago, Czech environmental NGOs try to influence the EU legislative. The conclusion of my thesis is mentioning the results of the study and they are following. Czech environmental NGOs are lobbying through three ways: Ministry of Environment - they try to influence Minister's point of view and to be present on the meetings where is formed the official Czech point of view European Parliament - they try to influence the opinions of the single Deputies of EP, more the Czech ones, but it is possible to find examples of lobbying Deputies from other member states as well European Networks of NGOs - they always help with informing the Czech NGOs about the stadium of the legislative process and they help with their contacts in Brussels I think that the lobbying tendency of Czech environmental NGOs will increase in near future and that the subjects of lobbying process will cooperate closer and deeper. This thesis can serve as a basic study of this new phenomenon to the nongovernmental sector as well as to administration.
