Status of implementation of the National Inventory of Contaminated Sites project

By mid-April 2021, the inventory of contaminated sites in 52 districts out of the 77 districts of the Czech Republic was completed. 6403 records are already stored in the SEKM, ie 70.7 % of the planned parameter (target number of at least 9053 records). The inventory already covers 68.5 % of the inventory area. The inventory in the regions has already been completed with reports for the Jihočeský, Liberecký, Karlovarský, Královéhradecký and Pardubický regions. Monitoring and control of the “yield” of individual sources (SEKM, indications obtained by remote sensing, new sites) resulted in ongoing methodological guidance of inventory teams (control days, training, consultations, manuals and methodological recommendations). The project management gradually adopted 18 adjustments to the work schedule, ie. without affecting the project completion date. Linear extrapolation of the number of existing approved SEKM records on the entire territory of the Czech Republic makes it possible to assume that the prescribed parameter - 9053 records of contaminated sites with evaluated priority - will be achieved on time. Methodology of thematic mapping of environmental phenomena by remote sensing methods

The general methodology of conducting thematic mapping works using remote sensing methods is based on the authors' experience with the task of “Supporting Inventory of Contaminated Sites by Remote Sensing Methods” within the National Stake Inventory Inventory Stage 2 (NIKM2) works. Identification and location of possible sites, resp. objects of interest with probable contamination by distance methods (“contaminated site clues”) represent an important part of the methodology of contaminated sites inventory and fill approximately 50% of the input to the database of sites for inventory. A concrete example of the project (case study) “Mapping the distribution of indications of contaminated sites in the Czech Republic” illustrates the applicability of the developed methodology.

Distribution of identified clues of contaminated sites in the Czech Republic

The project of Phase 2 of the National Inventory of Contaminated Sites (NIKM 2) includes the preparation of geographical data. The initial and main task of this part of the project is to acquire the finding database using remote sensing methods. During the first 16 months of the NIKM 2 project, a thematic layer of 14 different types of contaminated site (CS) clues (indicia), respectively of potentially contaminated sites (PCS) clues, was created by interpreting photomaps and other geographical data. The works of 12 CENIA interpreters were carried out in the environment of the geographic information system QGIS. Interpretation of remote sensing data revealed 34,666 clues in the first phase of interpretation. The primary finding database was further revised in order to objectify and standardize its content. The number of valid clues was thus reduced by about half. Thematic classification of the indices enabled a subsequent statistical evaluation, which serves as a basis for the optimization of the field survey, i.e. for the planning of the area inventory taking into account the character of the territory. From the evaluation of the collected data we can also consider the effectiveness of regulations and measures of local authorities and the link to the socio-economic, resp. demographic indicators, etc. The graphical and tabular outputs document the spatial links of the identified contaminated site indications and are the basis for the next phases of providing geographical support for the inventory work of the NIKM 2 project in 2019-2021.Uh

Specification of the methodology for the review of clues of contaminated sites obtained with the use of remote sensing

In the initial phase of the 2nd stage of the National Inventory of Contaminated Sites (NIKM), we are focusing on the collection of clues of contaminated sites using Remote Sensing methods. Looking over the first batch (about 38,7 % of the territory is evaluated) of data recorded in the ORPs ("small districts“), we set the details of the methodology for the 2nd degree of interpretation of the clues, i.e. for the review of the data from the 1st degree of interpretation. Four reviewers (review interpreters) are involved in the review of the clues interpreted by twelve 1st degree evaluators. A simulation of three kinds of approaches to the interpretation was done in one “average” ORP. A considerable part of the clues from the 1st stage of interpretation was eliminated via unification in the case of multiplied clues, or deleted in the case of misinterpretation and/or of their little importance or insignificant interpreted volume. In some cases, retyping was applied. Final selection of clues is considered to be the result of the standardized approach of the reviewers. Comments from the discussion forms a set of recommendations for the review process.
