Political Connections and Public Procurement: Evidence from the Czech Republic

According to the existing literature, political connections can add value to the connected firms. This thesis analyzes whether political connections created by donations to political parties affect the allocation of public funds through procurement spending in the Czech Republic. Using a novel dataset on all corporate political contributions made between 2006 and 2013, it focuses on the extreme change in control of the regional councils following the 2008 elections. We start by observing the general patterns of behavior of regional governments as contracting authorities which seem to support the potential of corruption. In the second part, we focus on the effects of donations to the two most powerful political parties in the regional councils during the examined period on regional public procurement outcomes. The applied econometric methods suggest that donating companies win public contracts of higher value compared to non-connected firms in times when their supported party is in power. Controlling for the size of the firms, the results remain significant and confirm the notion that larger companies win contracts of higher value than smaller firms. Powered by TCPDF (www.tcpdf.org)
Regional disparities in price levels across the European Union

Undisputedly, including price levels should be an integral part of any regional analysis. Currently, at the country level, purchasing power parities (or, in the case of the European Union, purchasing power standards) are used. However, these measures account only for one national parity in each country and do not reflect inter-regional price differentials. Consequently, this approach distorts the information value of the indicators (regional GDP per capita, disposable income per capita, et cetera) since the majority of countries are definitely not homogenous from the perspective of prices. Therefore, the aim of this thesis is to estimate regional price levels across the EU regions using an econometric model, which is based on available data on regional price levels for six countries in Europe. After estimating a regression equation and checking for the predictive power, regional price levels for the rest of EU regions at NUTS 2 level are estimated for the first time. Subsequently, they are used for recalculation of socio-economic indicators. Fiscal Gains from Extra Investment into Roma Education in the Czech Republic

The thesis aims at quantifying the potential fiscal gains of an extra investment into Roma education. From the budgetary point of view, it would pay off to invest extra money into Roma children, if it increased future net contributions to the budget. The extra investment into one child could take values up to the average discounted value of future net benefits per person. The net benefits represent the increased net contributions due to a higher level of education. The contribution of the thesis is the estimation of different net contributions of Roma with various educational levels to the national budget in order to encourage the investment into Roma children. Secondly, we estimated the yearly loss of the national budget due to lower education among the Roma. And thirdly, we conducted a survey among the clients of the endowment fund Verda to find the relationship between their education, employment status and other variables.
Distributional impacts of meal vouchers

The thesis aims to analyze distributional impacts of meal voucher sys- tem in the Czech Republic, especially in the context of income inequality between different income groups. In the first part, we study the features of the Czech meal voucher scheme, relevant legislative framework and offer a comparison of the Czech meal voucher system with other European coun- tries. In the second part, we perform an analysis of the redistributive effects of meal allowances on various income deciles, quantify the impact of meal allowances tax exemption on the government budget and simulate replace- ment of current meal allowances by flat meal allowances according to several scenarios. Based on our analysis, the meal allowances tax relief represents burden of 11.3 bn Kč for the state budget. Our findings suggest that current form of meal allowances widens the income gap between beneficiaries and non-beneficiaries, within as well as across the income deciles. The affluent households receive meal allowances more frequently, and moreover, nomin- ally and proportionately higher. We believe a replacement of current meal allowances scheme by one with a flat meal allowances (using the constant budget) would promote income equality. Determinants of Technical Efficiency and its Change among Ghanaian Cocoa Farmers

This thesis analyses determinants of technical efficiency (TE), its change and scale efficiency on an unbalanced panel of more than 700 Ghanaian cocoa farmers collected between 2004 and 2010. Using variable returns to scale data envelopment analysis the TE scores are obtained and the mean TE found is 35.4%. In second stage, random effects Tobit regression is used to investigate the determinants of efficiency and number of significant determinants is found from categories of farmers' characteristics, different technical specifications of the farm, focus on farming, farm management style and investments. Moreover, this thesis contributes to the efficiency debate by researching determinants of efficiency change, finding gender and savings to have significant positive effect among others.
Political connections in public procurement: a supply side analysis

1 Abstract The public procurement market that accounts for a significant share of the Czech GDP represents an institution of high rent-seeking motive and corruption potential. Donations to political parties can be used as an indirect linkage between political parties and firms as potential suppliers of public contracts. We analyse whether connections and donations influence the number of supplied contracts, volume of supplied contracts and the number of bidders in the tendering process. Furthermore the impact of donations and connections on firms' performance and profitability is assessed. We identify significant effects on number of contracts, volume of contracts, dependence on revenues from contracts and number of bidders of both giving donations and history of employing a politically active person.
The effects of a fat tax on Czech households and government revenues

Health related food taxes have recently spread over the world as a tool for reducing obesity. Rising number of obese people and increased health care costs due to illnesses caused by unhealthy diet represent a burden to the public sector. Taxation of an unhealthy food seems to be a good solution to this problem, as it is expected to increase the consumer price, thus providing an incentive for the consumer to buy less of this food. I use detailed Czech Statistical Office data to estimate the impact of fat tax on households'expenditures and public budget revenues in the Czech Republic. As I do not take into account the possible change of consumers' behaviour, my estimates form the upper bound of impact of the tax. I simulate three types of excise taxes - ad valorem, specific per kilogram of product and specific per kilogram of fat, so that they all raise the same budget revenues, and I compare their effects on individual products and households.
Freedom of pressindices and their reflection in media

The thesis presents a contribution to the topic of critical examination of various ways to evaluate and compare the level of press (media) freedom in countries throughout the world. It analyses the process of presentation the conclusions of press freedom indices to the public. The analysis is guided on two levels. First, the form in which the press freedom indices are published is investigated. And second, the media reflection of these publications is examined. The starting-point of this analysis focuses on theoretical view on various definitions of press freedom. First part of the thesis therefore provides the summary of important fields that should not be forgotten by any conceptualization of press freedom. Second chapter deals with the problems connected to evaluations and comparisons of press freedom in general and then in particular concerning the Freedom of the Press index by Freedom House and World Press Freedom Index by Reporters Without Borders. In the second part of the thesis, Czech media reflection of the two concerned indices is analyzed. First, the specifics of the Czech media landscape are dealt with. Impact of VAT on income distribution in the Czech Republic

This thesis researches VAT progressiveness in the Czech Republic using data from the Household Budget Survey. Special attention is given to differences between the life-time and annual incidence perspectives because their dispar- ity is more than crucial. Therefore, an empirical analysis uses both of the two perspectives. Net annual income is used for ranking households in the annual perspective and life-time net income is used for the same purpose in the life-time setting. The life-time income is predicted from age-income profiles, which were estimated with econometric methods. Results confirm theoretical hypothesis that VAT is more regressive in the annual incidence analysis. Measuring the Index of Constructive External Engagement: ICEE for the Czech Republic

In this thesis we compute the Index of Constructive External Engagement (ICEE) for the Czech Republic. First, we introduce the theory of the index and discuss its differences with Commitment to Development Index from which ICEE originates. Second, we find the necessary data and compute the score of ICEE for the Czech Republic. Third, we discuss the overall result and subsequently the score of each component separately.
