The current social policy of the City of Prague towards the Roma, its forms and objectives

The present bachelor thesis focuses on the structure of policies towards Roma within the capital city of Prague. It tries to describe and map its forms, including all relevant actors, activities and subsidy titles. Policies on the territory of the HMP are mainly implemented by the HMP Municipality, municipal districts and non-profit organisations, which are the focus of the paper. Roma in the Czech Republic are discriminated against in social, cultural and political spheres. Through a basic analysis of strategic documents, the form of subsidy titles, the structure of support and interviews with the actors concerned, this thesis seeks to answer to what extent policies towards Roma address these types of exclusion. The thesis aims to investigate what are the objectives of policies towards Roma in the capital city of Prague. It highlights that a significant part of these initiatives focuses only on Roma individuals who are at risk of social exclusion and are implemented through social policy. On the contrary, it neglects the political and cultural exclusion of Roma from the public space. Within the policy structure, the thesis attempts to seek a Roma perspective. The theoretical model of newly established community for people in need

This thesis designs theoretical model of newly established community as a solution of difficult situation of people in need. The model is described through several important levels (educational, economical, clerical, environmental and historically-symbolical level) and refers to best practices of foreign communities for different target groups as well as to author's questionnaire research among selected Christian churches in Czech republic. At the same time, the theoretical model is put through the critical reflextion based mainly on determining elements of Romani culture. As a result of analysis of the theoretical model, author finds, that there can exist several forms of the community, but the intended "ideal" model can be implemented just with the permanent support of churchmen, who would live in the community and who would systematically work with their inhabitants on their overall personal progress.

Language Borders as Borders of Ethnic Identity Language Use and Ethnic Categorisation among Vlax Roma in Eastern Slovakia The thesis focuses on the topic of the relationship between language use and the process of ethnic categorization in one municipality in Eastern Slovakia. It presents an extensive case study based on eighteen years of field research among the inhabitants of the Vlach Roma settlement in the village called "Borovany ". The author uses a combination of socio-anthropological and sociolinguistic methods and explores the actors' perspective on the conceptualisation of group boundaries dividing the inhabitants of the village into the Vlach Roma (Vlašika Rom), Non- Vlach Roma (Rumungri) and Non-Roma (Gáže) and the role of language in the whole process. In the anthropological part of her research, the author studied the patterns of social organization within the studied village and analysed the symbolic categories that are relevant for the social space of the group of Vlašika Roma. She discusses the ways in which symbolic boundaries between "us" and "them" are formed and focuses on identifying the boundary markers that shape these symbolic boundaries. Supporting Programs for Substitute Families with Romany Children

This bachelor thesis deals with the substituting of family care for children with Roma roots in the Czech Republic. The main focus is the specific support programs for families who adopted Roma children. This thesis maps out existing support programs for the substitute families with Roma children. Three programs have been selected and described in detail, based on interviews with the ones who implement these programs. The description focuses mainly on the following aspects: The way in which Roma culture is explained to the substitute families, sources of information provided by the overseers of programs to the substitute families, and proportion of Roma and non-Roma workers involved in the preparation and implementation of these programs. The perspective of the support programs are supplemented by the reflection of these activities by the participants of the programs. This thesis also includes information on the outlying framework of the given subjects, i.e. the system of substitute child care in the Czech Republic. This thesis also points out the over-represented number of Roma children in group facilities compared to the majority of the population and, at the same time, applicants of substitute family care are unwilling to accept Roma children.
