Panachage as a tool for personalization of local politics: Case Study of The Federal Republic of Germany

This thesis aims to investigate the level of use of vote-splitting as a tool for policy personalisation in the Federal Republic of Germany. In the theoretical part, the thesis focuses on defining the topic of personalisation and the reason why it is rooted in politics. Furthermore, the thesis focuses on defining policy personalisation and its types. Subsequently, the thesis studies the instruments of policy personalisation, which undoubtedly includes personal voting, further developed in a separate chapter on vote-splitting. The empirical section consists of three parts. The first part focuses on a literature analysis of the German literature and how it analyses the issue of vote-splitting. The next part deals with defining the federal states that use vote- splitting. These will be analysed in the last part. In the selected federal states, a random selection of municipalities was made, namely two municipalities from each size category. For these municipalities, the results of the municipal elections were obtained, including the position of the candidates on the candidate list. This data was finally analysed in aggregate and compared to see whether candidates moved up on the list and, if so, whether they gained seats by moving up. Direct Democracy and Referendum in the Ukrainian Political System

The thesis examines the role of direct democracy and referendum in the Ukrainian political system between 1991 and 2022. Comparative analysis was chosen as the main research method to identify the historical roots and development of direct democracy in Ukraine. The aim of the paper is to explore the advantages and disadvantages of direct democracy in the country's political system, especially during the presidency of Volodymyr Zelensky. The thesis asks three main research questions: the advantages of the current application of direct democracy in the Ukrainian political system, the identification of the disadvantages of this approach, and an analysis of the comparison of the new legislation adopted under President Zelensky with previous experiences with direct democracy. The thesis is divided into theoretical and practical parts. The first part deals with key concepts and theoretical aspects related to direct democracy and the referendum as its instrument. The second part complements the analysis with a historical retrospective of referendums in Ukraine and an overview of the legislation governing this area. Country-level Electoral coalitions in the Czech Republic

The issue of coalitions is a traditional political science topic closely related to electoral systems, party systems and party theory. In the Czech and foreign literature, however, political scientists mostly deal only with coalitions that emerge after elections. That is why I have chosen for my diplo-m thesis the research of pre-election coalitions. In my thesis I conduct research on electoral coalitions that ran for the Chamber of Deputies of the Czech Republic or the Czech National Council. I have chosen this topic also because in the last parliamentary elections in 2021 two electoral coalitions successfully ran for election and then formed a joint government. In this thesis, I deal with the Christian Democratic Union (KDU), ODS and KDS coalitions, the Left Bloc coalition, the Liberal Social Union, the Four Coalitions, SPOLU and the coalition of the Pirates and the Mayors. I have researched all these electoral coalitions and analysed their functioning, behaviour, ideological interconnectedness and post-election behaviour and action on the political scene. Exceeding the powers of the President of the Czech Republic and its effects within the system of separation of powers

This thesis analyzes the exceeding of selected presidential powers regarding appointments in the Czech Republic. Included in the analysis were the presidential appointment powers set out in the Constitution, including the appointment of professors and rectors. All controversial cases of appointments from 1993 to 2023 involving Václav Havel, Václav Klaus and Miloš Zeman. The aim of this thesis was to determine whether presidents have exceeded their powers of appointment and in what situations they may have done so. Based on detailed research and analysis, key cases that led to overstepping of powers were identified. The results of this thesis provide insights into how presidential appointment powers are interpreted and how theoretical interpretation intersects with the practice of individual presidents. Possible voting systems for presidential elections in the Czech Republic: Alternative vote, Borda count, supplementary vote

This master thesis examines the mechanics and effects of preference-based electoral systems: alternative vote, Borda count, and supplementary vote. It aims to determine which of these systems is able to select the most consensual candidate, and thus to choose a system that could replace the two- round system which is used as a rule for the Czech presidential elections. Author is trying to achieve the goal of the master thesis by modelling hypothetical Czech presidential elections, that was held in 2013, 2018 and 2023.
The role of the Speakers in the Parliaments: the British Parliament in comparative perspective

The thesis deals with the position of the Speaker of the House of Commons of the United Kingdom of Great Britain and Northern Ireland. It analyses the position of the Speakers of the parliaments in six selected cases, which are the devolved parliaments and the parliaments of Crown dependencies. The thesis aims to determine whether the position of the Speaker of the parliament in the devolved parliaments of Scotland, Wales, and Northern Ireland, and the parliaments of Crown dependencies, namely the Isle of Man, Jersey, and Guernsey, is derived from the British model. The first part of the thesis introduces the institution of the Speaker of the House of Commons of the United Kingdom and its significant position within the Westminster Parliament. The thesis then examines the position of the Speakers of the devolved parliaments of Scotland, Wales, and Northern Ireland, which were established as part of the devolution process in 1998. It then analyses the position of the Speakers in the parliaments of the Isle of Man, Jersey, and Guernsey, which have been Crown dependencies of the United Kingdom since 1801.
