It Is Time to Change the Electoral System for Czech Municipal Elections
Bláha, Martin ; Brunclík, Miloš (advisor) ; Jüptner, Petr (referee)
This thesis deals with the possibilities of changing the electoral system to Czech municipal councils. It is an analytical case study with elements of a policy paper, i.e., a set of recommendations intended especially for legislators. The thesis has two main goals: (1) to identify and summarize aspects of the electoral system that experts call controversial and (2) to suggest possible solutions that would mitigate or eliminate these controversial variables. The work comes with three alternative solutions for changing the electoral system: (A) minor modifications to the existing system, which will facilitate the possibility of election because of preferential votes, and at the same time prevent local governments from performing electoral engineering by purposeful modifications of constituencies; (B) a variably mixed fusion system identical for all municipalities and (C) combination of two systems: unlimited vote for municipalities with less than 2,000 inhabitants and an open PR system for larger municipalities.
Contract for work focusing on structure as a subject of a work
Blaha, Martin ; Frinta, Ondřej (advisor) ; Zvára, Michael (referee)
Contract for work focusing on structure as a subject of a work Abstract The topic of this rigorous thesis is the legal regulation of a contract for work with a focus on structure as the subject of a work. Its aim is not only to provide the reader with a description of the obligation with the raising of problematic issues in practice, but also to try to answer them with the help of relatively extensive judicial decisions in cases where the explicit legislation is completely absent or unclear. The rigorous thesis is divided into an introduction, twelve chapters and a conclusion. The individual chapters are designed to make the reader think critically about the legislation chosen by the legislator, not only from the point of view of the letter of the law, but directly in relation to specific practical examples. When reading it, the reader will get acquainted in particular with the essentials of the contract for work, the manner of performance of the work, the issue of ownership of the construction work, the client's rights from defective performance or securing the contractor's obligations. Special attention is paid to the definition of the structure as a subject of a work, additional work, fulfilment of the contractor's obligation, or conversely, its cancellation by withdrawal from the contract and the...
Slab road bridge

Bachelor thesis deals with a design of a prestressed bridge structure that transfers the D35 motorway between village Velký Újezd and town Lipník nad Bečvou. The bridge is bridged by the local Kyjánka stream. Three studies were designed from which a variant of a rectangular prestressed monolithic slab was selected and elaboraterd. The static model and its internal forces were calculated in SCIA Engineer 18.1. The calculation is made according to valid standards.
Transfer of rights and obligations arising from labour relations
Blaha, Martin ; Lang, Roman (advisor) ; Štefko, Martin (referee)
This diploma thesis deals with the institute Transfer of rights and obligations arising from the labour relations under the Czech legal system in comparison with European legislation and namely in the light of the Czech and EU's judicial decisions. The text is divided into three main parts. In the first part there are generally determined the labour relations, their elements and possible change of them. The second part describes the institute, the impact on the concerned employees and all rights and obligations with the transfer related. The third part is about the situations, when the Transfer of undertaking occurs in accordance with special regulations. There are raised the questions in the text, which could occur in this context with the change of the employer, and the author attempts them more or less to answer with the assistance of the decisions of courts.
Effects of CO2, alcohol, and caffeine on cerebral blood flow and cerebral autoregulation
Bláha, Martin ; Beneš, Vladimír (advisor) ; Haninec, Pavel (referee) ; Kalvach, Pavel (referee)
1. Alcohol intoxication increases cerebral blood flow from 8 to 24 % 2. Alcohol intoxication does not impair dynamic cerebral autoregulation 3. Caffeine (300 mg per oral) decreases cerebral blood flow by 20 % 4. Without CO2 influence, caffeine (300 mg per oral) decreases cerebral blood flow from 10 to 20 %. 5. Caffeine decreases CBF despite severe peripheral cerebrovascular vasodilatation (during hypercapnia caffeine decreases CBF from 11 to 12 %) 6. There is not a statistically significant reduction of CBF during hypocapnia. 7. Vasomotor reactivity testing - Carbon Dioxide challenge test is not affected by pre-test caffeine intake 9. CO2 is a strong regulator of cerebral blood flow (through the regulation of the tone of cerebral vessels) 10. Cerebral vasomotor reactivity in healthy humans is 86.5 ± 19.1, and CO2 reactivity is 3.0 ± 0.6 %/mmHg 11. Cerebral autoregulation is significantly impaired during hypercapnia (autoregulation index decreases from baseline values of 4 ± 0.8 to 0.9 ± 0.9) 12. Increase of etCO2 by 1mmHg decrease ARI by 8.24 % 13. Traumatic brain injuries cause significant impairment of cerebral autoregulation 14. The cyclic leg cuff autoregulation test appears better suited for clinical use than the hyperemic leg cuff step release method. 15. Cerebral autoregulation may respond with...

Vliv rozdílné strategie na produkční parametry v intenzivním chovu lososovitých ryb
Bláha, Martin
The aim of this diploma thesis was to elaborate the overview of applied strategies in salmonid rearing under the conditions of intensive aquaculture systems and to evaluate their production effect. Two feeding tests run within the NAZV program QJ1210013. The first feeding test was carried out from 15th May to 12th June 2014 in the Department of Fisheries and Hydrobiology, MENDELU. For this feeding test monosex female population of rainbow trout (Oncorhynchus mykiss) was included. Two types of dry food were administered ALLER AQUA -- ALLER SILVER and BioMar -- INICIO 918. The second feeding test was carried out from 11th June to 3rd September in the salmon farm in Pravíkov (BioFish company). To this feeding test, crossbreeds of brook trout (Salvelinus fontinalis) and arctic char (Salvelinus alpinus) were included. Two types of dry food were administered ALLER AQUA -- ALLER GOLD and BioMar -- EFICO ENVIRO 920. The length-weight parameters of individual fish were measured at the beginning and at the end of tests. The amount of administered feeds was recorded. Also basic physico-chemical properties of water were monitored. At the end of these tests the production (FCR, SGR, PER, etc.) and economy parameters were evaluated. The most favourable FCR (0,63) was achieved in the crossbreeds of brook trout and arctic char fed by ALLER GOLD. The most rapid growth of fish (SGR = 3,68) was achieved in the fish of monosex female population of rainbow trout fed by INICIO 918. The greatest yield (3 700 CZK per 1m3 of water) was achieved in crossbreeds of brook trout and arctic char fed by EFICO ENVIRO 920, when fed costs were 1 487 CZK per 1m3.
