The diploma thesis examines the uncertainty in the region of Baltic States that has a significant role in shaping and the dynamics of bilateral relations between NATO and Russia. For the analysis of dynamics in current relations and its perspectives between the North Atlantic Treaty Organisation and Russia in Baltic States the author of this thesis chose the application of the Security dilemma concept. Analysed time period between 2014-2017 by selected supplementary theoretic concepts, such as Deterrence strategy and Copenhagen school encompass the security situation in Estonia, Latvia and Lithuania in the context of bilateral relations between Russia and NATO. The main goal of this thesis is to provide a full insight about current security environment in the Baltic States and its tendency presuming the security dilemma as a possible perspective of relations between NATO and Russia. Conclusions state that the formation of the security dilemma between NATO a Russia in the Baltic States has been shaped on the basis of changing context of the security environment and in particular by incompatibility of interests competing actors, when some of them perceives the international system as anarchic. The current atmosphere of regional relations covered by uncertainty and distrust among competing sides...

Vogrinec, Matevž ; Karásek, Tomáš (advisor) ; Beneš, Jan (referee)
This thesis focuses on the development of strategic culture in Slovenia and Croatia since independence. Croatia and Slovenia are small countries in the Western Balkans. Both countries became independent in 1991 and since then they became important regional actors in the Western Balkans. This thesis traces Slovenia and Croatia's historical position within the former SFR Yugoslavia's defence system. The empirical analysis in the thesis examines official documents of both countries to find basic notions of the strategic culture of Croatia and Slovenia. The thesis' research focuses on finding how both countries' goal of Euro-Atlantic integration influenced the development of their strategic culture. Keywords: Strategic Culture, Slovenia, Croatia
European Defence Industry in Times of Austerity
Kulichkina, Mariia ; Střítecký, Vít (advisor) ; Beneš, Jan (referee)
EUROPEAN DEFENCE INDUSTRY IN TIMES OF AUSTERITY ABSTRACT The end of the Cold War has marked the shift in bipolar world order. Changing geopolitical, economic and social environments, as well as rapid technological progress, have led to deep restructure of defence entities in Europe. The process of gradual national defence industries restructure and consolidation has been spreading across European borders, affecting every defence industrial sector. Thereof, this thesis aims to analyse the process of European Defence Industry's restructuring and integration process. It scrutinizes the process in terms of the European Defence Industrial Base on the one side and international integration efforts on the other. It investigates drivers of change for the defence industry, particularly: decreasing budgets, changing relationship between state and defence industry, advancement of technological innovations, importance of civil sector and internationalization of national defence companies. Regarding the restructuring process, the thesis examines National Defence Policies of Germany, France and the United Kingdom towards their respective National Defence Technology Industrial Bases along with the applications of these policies on the defence integration process within the EU. Key words: Defence industry, European Defence...
Procedural terrain modeling using polygonal sketching
Knotek, Jaroslav ; Kahoun, Martin (advisor) ; Beneš, Jan (referee)
This work presents a method of virtual terrain sketching using polygons where each polygon represents a feature of the terrain. Each feature is generated to a layer and the resulting terrain is then obtained by merging those layers. It can be further edited by convolution brushes, eroded, or have a river drainage generated. The final result can be previewed in 3D. The implementation allows a user to save and load the project as well as export the final height map.
Procedural generation of cities in 3D

Title: Procedural generation of cities in 3D Author: Miroslav Krabec Department: Department of Software and Computer Science Education Supervisor: Mgr. Jakub Gemrot Abstract: During development of computer games great amount of time is spent on creating game environment. For that reason there is an effort to generate this environment procedurally. One of the interesting areas is generation of cities. Algorithm (Weber et al., 2009) is fully geometrical and offers considerable freedom in parametrization of the city, however there has not been an open implementation of this algorithm. Our work offers such an implementation and includes the possibility of 3D visualization in Unity 3D, a tool designed for development of computer games. Here we emphasize the ease of using custom 3D models of buildings, roads and crossroads. Resulting software can help game developers to generate cities for their games. However it can generate only relatively small cities (several thousands of buildings), but in context of computer games this is usually sufficient. Resulting city is very parameter sensitive and it is not trivial to achieve desired outcome. Further research would be needed for evaluation of generated cities. Social changes of Prague Liben and residents of new housing structures
Štěpán, Marek ; Pospíšilová, Lucie (advisor) ; Beneš, Jan (referee)
Liben district is part of Prague inner city, which is dynamically changing in post-socialist period. The former working-class district is gradually transformed into an attractive residential area. The work focuses primarily on changes of social environment after 1989. In the first part is compared social structure of Liben and Prague, follow by analysis of socio-spatial structure of Liben. The second part focuses on newly forming residential structures in Liben. Specifically, it is examined social climate in selected locations with new development. The emphasis is on understanding relationship between new residents and territory of Liben. Post-processing of scanned documents
Tichý, Jan ; Mareš, Martin (advisor) ; Beneš, Jan (referee)
The subject of this work is to propose a method for post-processing of scanned documents containing text and non-text elements. In this work, this problem is analyzed and divided into smaller sub- problems, which are solved. Main problems we propose solutions to are pre-processing of an input image to suppress scanning defects such as poor contrast or rotation of an input image, segmentation to characters, lines and images and finally compression of output document by clustering text elements. We will implement this proposed method as a program processing scanned images into PDF document. Powered by TCPDF (www.tcpdf.org)
Analýza výsledků modelování částicových jevů v počítačových hrách
Novotný, Jiří ; Boldyš, Jiří (advisor) ; Beneš, Jan (referee)
The main subject of this thesis is to design a method that is able to compare the outputs of a manually set up particle system with a video template of a simulated particle phenomenon. For the sake of simplicity, this work is focused exclusively to smoke effects and its comparisons. Specifically, descriptors depicting the color scheme of the examined input videos are proposed as well as the shape descriptors and time variability descriptors, which are based on the image segmentation method called Alpha Matting. This method is able to distinguish foreground objects from the background, while the foreground objects are described together with their transparency. Video template recordings captured specially for the purpose of this work are included. At the end, the resulting method is supported by an example of the gradually improving smoke effect simulation. Title: Procedural generation of human skin structure Author: Jan Čermák Department: Department of Software and Computer Science Education Supervisor: doc. Ing. Jaroslav Křivánek, Ph.D. Abstract: Human skin is a very complex and diverse organ that differs not on- ly among different people and races, but also in the scope of one specific human body. In this thesis we tested several procedural approaches to generate textu- re suitable for surfaces of 3D models of various parts of human skin. Besides cellular structures using Voronoi diagrams or Delaunay triangulation, we also in- vestigate generation of the structure of human fingerprints based on the SFinGe method, used for creating synthetic fingerprints for fingerprint recognition algo- rithms in criminology. We conclude that human skin is so diverse that multiple different approaches are needed and each of them is suitable only for some regions. Social capital and development of small and medium-sized towns: case study of towns in the South Bohemian Region
Beneš, Jan ; Matoušek, Roman (advisor) ; Chromý, Pavel (referee)
The main objective of thesis is to empirically assess the level of social capital in relation to the development of the city. First, the thesis discusses the theoretical framing of the concept of social capital; it also deals with the topic of regional development and its conditionality, including the issue of the development of small and medium-sized towns. The second part is devoted to a quantitative analysis of social capital and regional development in all Czech small and medium-sized towns. The last part presents detailed qualitative research on social capital, specifically the results of case studies observed at the level of comparable towns Týn nad Vltavou and Třeboň. In these case studies, key equalities and differences of social capital in connection with the formation of the city were identified. We also confirm the importance of social capital as one of many factors that determines the territorial development. Key words: social capital - regional development - small and medium-sized towns - Týn nad Vltavou - Třeboň
